Since 2010,China's economy has started to shift from rapid growth to medium-to-high growth.The traditional development mode is no longer suitable for China's current development situation,and the optimization and upgrading of industrial structure is already a necessary path.As stated in the 13 th Five-Year Plan,accelerating the adjustment is the main task of our country at present.In order to explore new growth points of economic development,China's economic growth model needs to change from relying on factors of production and investment to innovation,thus realizing the adjustment of industrial structure.Human capital,as the source power of technological progress,is an important engine to realize the upgrading of industrial structure.Therefore,verifying the effect and mechanism of heterogeneous human capital on the upgrading of industrial structure can provide scientific basis for the upgrading of industrial structure in China,because this research has important theoretical and practical significance.Firstly,this paper sorts out the relevant researches on human capital and industrial structure upgrading,defines the concepts of human capital and industrial structure upgrading,and on this basis,explains that industrial structure upgrading includes rationalization and upgrading,elaborates in detail that heterogeneous human capital influences industrial structure upgrading through influencing technological progress,consumption structure and labor flow,and constructs a theoretical analysis framework of heterogeneous human capital on industrial structure upgrading.Then,on the basis of theoretical analysis,this paper takes the panel data of 30 regions in China(except Tibet)from 2007 to 2017 as research samples,and uses quantile regression model to further analyze the impact of primary,middle and senior human capital on the upgrading of industrial structure at a total of 9 quantile points from 0.1 to 0.9.The results show that: primary human capital has a significant negative effect on the upgrading of industrial structure at the national level,middle and senior human capital has a significant promoting effect on the upgrading of industrial structure at the national level,and the impact strength of senior human capital is higher than that of intermediate human capital.Due to the problems of unbalanced economic development and large differences in industrial structure,this paper makes a quantile regression of heterogeneous human capital in the eastern,central and western regions respectively.The results show that primary human capital has a significant inhibitory effect on the three regions,with the strongest inhibitory effect on the eastern region.Middle-and senior-level human capital has a significant inhibitory effect on all regions.Finally,taking Heilongjiang Province as the research object,this paper discusses the reasons for the slow process of upgrading the industrial structure inHeilongjiang Province from the perspectives of the total amount and structure of human capital,and puts forward suggestions for adjustment the industrial structure in Heilongjiang Province and the whole country.
