China's development has entered a new era,and the economy has shifted from high-speed growth to high-quality development.The economic development model is undergoing profound changes,and it is in a critical period of transforming development mode,optimizing economic structure,and transforming growth momentum.In this context,building a new development pattern has become a new proposition.How to effectively promote the upgrading of industrial structure is also the key to constructing a new development pattern,and the role of human capital in industrial upgrading cannot be ignored,and it is worthwhile to further explore the mechanisms and approaches that influence the upgrading of industrial structure.To this end,this article first summarizes the development status of my country's human capital level and industrial structure,and selects major developed countries for a comparative analysis.Secondly,it discusses and elaborates the mechanism by which human capital affects the upgrading of industrial structure.Finally,using the 2003-2017 panel data of our country's 228 prefecture-level and above cities to conduct inspection and analysis,explore the impact of our country's urban human capital on the upgrading of industrial structure,and conduct a robustness test,a heterogeneity analysis and a mechanism test.The main research results of the thesis show that:(1)Generally speaking,the improvement of human capital in urban higher education in our country contributes to the increase in the amount of advanced industrial structure,and promotes the evolution trend of urban industrial structure to "service-oriented".Moreover,the effect of human capital in small and medium-sized cities in promoting the evolution of industrial structure to service-oriented is stronger.(2)In general,human capital has a significant promoting effect on the quality of urban industrial structure,and this effect is stronger in large cities and cities in the central and western regions.(3)Human capital has not made the industrial structure tend to be rationalized.To a certain extent,it has caused the industrial structure to deviate from the equilibrium state,and this negative effect is more prominent in small and mediumsized cities and cities in the central and western regions.(4)The results of the mechanism analysis show that the way that human capital affects the upgrading of industrial structure stems from the innovation effect and spillover effect of human capital on the city.Based on the above research conclusions,as far as policy recommendations are concerned,this article believes that:(1)Speed up the deepening of the reform of the education system and optimize the structure of human capital.It is necessary to adjust the general higher education enrollment structure to meet the needs of the industry,but also to promote the high-quality development of vocational education,and accelerate the satisfaction of the needs of applied talents who adapt to the industrialization of science and technology.(2)Increase investment in human capital and focus on the simultaneous improvement of quality and efficiency.The central government should pay attention to alleviating the problem of uneven and inadequate distribution of educational resources between regions and cities,and help the central and western regions and small and medium-sized cities to upgrade the industrial structure to achieve coordinated regional development.(3)The "urban competition" between cities requires rational competition.Local governments in cities need to attract talents that are compatible and matched with the development of urban industries,and they must develop characteristic industries in line with urban endowments in accordance with local conditions,and provide good development space for high-quality talents.With a good industrial foundation in big cities,it is important to enable talents from all parties to give full play to their roles.Human capital-intensive industries such as high-tech industries and high-value-added productive service industries should be vigorously developed.The industrial foundation of small and medium-sized cities and cities in the central and western regions is relatively weak.To retain talents,the industrial foundation and public supporting facilities should be further improved.
