At present,China is in a critical period of transforming the development mode,optimizing the economic structure,and transforming the growth momentum.The upgrading of industrial structure is of great significance for accelerating the transformation of economic development mode.With regard to the study of industrial structure upgrading,scholars mainly analyze the technological progress,institutional arrangements,supply and demand structure,and less on the role of industrial structure upgrade from the perspective of human capital.Since human capital can influence the evolution of industrial structure through three aspects: market demand mechanism,science and technology innovation mechanism and resource allocation mechanism,it is of great significance to study the role of human capital in industrial structure upgrading.According to the current situation description and mechanism analysis,this paper proposes two research hypotheses: 1.The accumulation of human capital is conducive to promoting the upgrading of industrial structure,2.The role of senior human capital in upgrading industrial structure is greater.In order to verify Hypothesis 1,this paper uses the provincial panel data and uses the GMM measurement method to find that the human capital stock has a significant positive effect on the industrial structure upgrade.This is because the accumulation of human capital can significantly promote technological progress,and technological progress can have an impact on the upgrading of industrial structure by influencing the change of leading industries and the relative cost changes between industries.In addition,the upgrading of China's industrial structure has obvious characteristics of “path dependence”.The level of industrial structure in the previous period has a strong positive impact on the upgrading of industrial structure in the current period.This is because the evolution of industrial structure has its inherent laws,and the upgrading of industrial structure is a continuous and gradual process.In order to verify the research hypothesis 2,this paper uses the grey correlation model to find that the correlation between senior human capital and the tertiary industry is much higher than that of primary human capital and intermediate human capital,indicating that senior human capital has a greater effect on industrial structure upgrading.This is because compared with primary human capital and intermediate human capital,senior human capital has a stronger ability to rationally allocate resources and efficiently integrate elements.In addition,at present,the coupling between China's human capital and industrial structure is not high,and both have further room for improvement.At the same time,the study also found that the role of human capital in the upgrading of industrial structure in different regions is also different.The provinces with insufficient human capital are generally higher in industrial structure than the national average.Since China's human capital currently has problems on slowdown in the accumulation of human capital stock and insufficient supply of advanced human capital,this paper proposes corresponding countermeasures and suggestions from three aspects: increasing the accumulation of human capital stock,optimizing the internal structure of human capital,and narrowing the regional gap of human capital.Thus human capital can better serve the upgrading of China's industrial structure.
