In the 1960 s,the UNESCO issued the concept of lifelong education,and various countries around the world began gradually realizing the importance of lifelong education.Currently,the establishment of national qualification framework system is recognized as the most effective way to achieve lifelong education.Opening our eyes to the whole world,many countries have established the vocational qualification framework.Because the British vocational qualification framework was formed early and has developed relatively maturely,the research on the British vocational qualification framework has a profound and lasting impact on the establishment of China's qualification framework.Looking back at China,China's vocational qualification system was generated relatively late and has been developing for more than 20 years.There are still many problems in the operation of the vocational qualification system,which hinder the formation of the modern vocational education system of “industry-education integration,general vocational integration and lifelong learning”.Therefore,it is urgent to learn advanced international experience and promote the reform of China's vocational qualification system.The “unification of general and vocational education” was reflected in the British vocational qualification framework earliest,which opened up a broad space for lifelong learning.Taking the “unification of general and vocational education” and “lifelong education”as the starting point of the train of thought,the British vocational qualification framework as the main research content,and the inspiration of China's vocational qualification system as the final goal,this paper puts forward countermeasures and suggestions for the establishment of China's vocational qualification framework,so as to use the advanced experience of the British vocational qualification framework forreference.The author completes this paper along the following train of thought: what is the general background--the British vocational qualification framework(management,development,content and operation)--the status quo of China's vocational qualification system(management,development,content and operation)--the impact of the British vocational qualification framework on the reform of China's vocational qualification system.During the research process,the lifelong education theory and new vocationalism theory are taken as theoretical support and literature research and comparative research methods are adopted for specific research.The main research work of this paper includes: firstly,according to a research,it was found that the concept of “unification of general and vocational education” is reflected in British vocational qualification framework from the design,development to the final execution,including object design,level setting,functional integration of regulatory agencies,etc."The unification of general and vocational education” in this paper refers to the mutual integration of general education and vocational education,flexible transformation between general academic certificates and job qualification certificates and pursuit of the coordination of general vocational education development.Secondly,it was found that the establishment of vocational qualification framework is the best way to fulfill the concept of lifelong education.The key of success of the vocational qualification frame in the UK is reflected in the following aspects: uniform vocational qualification management institution,strict vocational qualification standard,constant update of standards,diversified vocational qualification examinations.“Double certificates” in the UK can achieve “integration”in a real sense because it modularizes qualification certificates based on units,achieves the metrics of learning performance based on credits,adopts modern learning achievement record system and establishes the “personal archives center” to achieve lifelong education.Thirdly,after analysis,it was found that there are some problems in China's vocational qualification system,such as unclear power and responsibilities of vocational qualification management institution,certificates from different departments,authentication from multiple departments,slow update of vocational standards,late update of vocational standard of emerging industries,single method of examination,poor integration of “general and vocational education” and lack oforganic combination of academic certificates and vocational certificates.Therefore,after analyzing the advantages of the integration of “general and vocational education”in the UK,the problems in China's vocational qualification system shall be determined,so as to find countermeasures and suggestions.China shall introduce the concept of the“integration of general and vocational education”,develop vocational qualification frame,unify vocational qualification institution,perfect vocational qualification frame,enrich the forms of vocational qualification examination and evaluation,enrich vocational qualification frame,promote the application of “credit unit” and improve the vocational qualification frame.Through exploring the impact of the British vocational qualification framework on the reform of China's vocational qualification system,this paper analyzes the specific operational modes of the British vocational qualification framework and reflects the shortcomings of China's vocational qualification system,so as to have a positive impact on China's system reform,better implement the demands of lifelong education and lifelong learning and the great rejuvenation of the Chinese nation.
