As a pioneering “sports engineering” construction,the sports and leisure characteristic town is an important urban concept proposed by China in line with the development requirements of the characteristic socialist cause.It not only accelerates the process of urbanization in China,promotes urban-rural integration,and promotes economic backwardness.The use of its own resource endowments to change the face of poverty and help poverty alleviation work plays an important role and value.It is also an important driving force for promoting the development of sports undertakings,and provides new impetus for promoting the reform of the supply side of the sports industry,promoting the fitness of the whole nation and building a healthy China.With the advent of the leisure era,the Chinese people have a high growth and diversified development trend for the growing demand and consumption of sports and leisure.In order to better meet the needs of the people,we will provide more perfect sports and leisure space,improve the level of public sports services,and promote The development of the sports industry and the construction of sports and leisure towns have become important breakthroughs.In 2017,the State Sports General Administration selected 96 pilot sports and leisure towns nationwide.Three towns in Liaoning Province were selected,including the sports and leisure town of Dalian Wafangdian City and the directional movement of Dandong Fengcheng DaLi Tree.The town,Yingkou Bayuquan Hejiagou sports and leisure town.Liaoning Province has been approved as the high-quality representative of the construction of sports and leisure towns in Liaoning Province.It is also an important opportunity to promote the reform of sports industry in Liaoning Province.It is of great significance to further explore the construction of sports and leisure towns in Liaoning Province in the future.This paper uses the literature data method,field investigation method,interview method,logic analysis method,etc.Firstly,it sorts out the academic knowledge and research progress of sports and leisure towns at home and abroad,analyzes and defines the core concept words,analyzes the theoretical sources of its development,and summarizes Out of the characteristics and function types of sports and leisure towns,perfecting the reserve of theoretical knowledge,laying a solid foundation for follow-up research.Secondly,through field research,a case study of sports and leisure towns in Liaoning Province will be conducted in order to obtain real information and materials.Finally,carry out the summary and analysis of the data,findthe problem of construction,the root of the problem,and study its development strategy,in order to seek the road and direction that is more in line with the scientific development of the sports and leisure towns in Liaoning Province.The research shows that the sports and leisure towns in Liaoning Province provide a new space carrier for urbanization construction in Liaoning Province,which is helpful to the transformation and upgrading of the economic structure of backward townships in Liaoning Province,accelerate the pace of economic development,and has considerable social and economic benefits..However,in the actual operation process,the town faces many problems,mainly: first,the deviation of industrial positioning,confusing the dominant position of sports and tourism industry;second,the lack of independent innovation ability,lack of "differentiation" construction consciousness The third operation management is imperfect,lacking core competitiveness and brand effect.According to the existing problems of the construction of sports and leisure towns in Liaoning Province,this paper proposes countermeasures from four aspects and elaborates: First,from the level of industrial development: to build a leading industrial chain of sports,highlighting the characteristic development model;second,from the cultural connotation Level: highlight the characteristics of sports culture and grasp the road of characteristic development;third,from the perspective of spatial planning: strengthen the rationalization of layout,improve the overall ecological civilization construction,and emphasize scientific planning;fourth,from the operational management level: promote social forces to participate in town construction Promote multi-agent collaborative innovation.
