Education justice is the eternal human yearning and pursuit, and achieving the balanced development of compulsory education is the internal requirement of equitable education. Development of education lies in teachers, so the core of the balanced development of compulsory education is the balanced allocation of teachers. Due to historical, geographical, policy and other reasons, China’s economic development level of each district is of huge difference, leading to investment differences in education, teaching facilities, teachers’treatment and other aspects, resulting in serious imbalance in allocation of teachers in compulsory education. Increasingly serious "choice of schools" triggered by the imbalance of teacher allocation has affected the majority of people’s living, social harmony, and stability. Therefore, based on the actual situation, the research of strengthening balanced distribution of compulsory education teachers has become one of the focuses of people’s livelihood projects. The article investigates teachers’condition of compulsory education in Minhou County from microcosmic perspective on the teachers’allocation in Minhou County for empirical analysis. The article puts forward the countermeasures with the aid of philosophical thinking to promote the equilibrium configuration of compulsory education teachers in Minhou County by studying teachers’ educational level, age, course structure, and backbone teachers’distribution within different regions as comparative analysis to explore uneven teacher allocation reasons of Minhou rural compulsory education, with reference to advanced experience from Europe, the United States, Japan, South Korea and other countries, combining Minhou County’s specific practical experience.Through the research, this article comes to the conclusion that the uneven reasons of compulsory education teacher allocation in Minhou County are mainly from four aspects: the disparity of regional economy is the fundamental reason;"graded school" is one of the most important reasons;" key school" is the institutional reason; to meet individual needs for survival and development is the internal motivation. Meanwhile, having carefully examined and analyzed the achievements and problems in the promotion of the equilibrium configuration of compulsory education teachers of Minhou County in recent years, the article put forwards the corresponding countermeasures:first, transform the stereotypes of the government and the teachers, taking actions to promote the balanced allocation of teacher resources; second, perfect the related laws and regulations to promote the balanced allocation of teacher resources; third, improve relevant policies to safeguard the smooth transformation of teachers of compulsory education equilibrium configurations. Fourth, operate scientifically to promote the implementing of balanced allocation of teacher resources.
