This study aims at the weak link of the current research-county education,especially the current situation of the difference between urban and rural teacher resources allocation in county junior middle school education.Taking the teacher allocation in L County of Hebei Province as a case study,the paper is divided into introduction and L county junior middle school along the way of analyzing the current situation,finding out the problems,pointing out the reasons and putting forward countermeasures.The present situation,problems,causes and Countermeasures of teacher resource allocation are studied in combination with theoretical analysis and data analysis.The first part is an introduction.In the introduction,the author points out the severity of the problem of rational allocation of teacher resources,highlights the necessity and urgency of topic selection,and summarizes the research status at home and abroad to find the breakthrough point of this paper on the basis of domestic and foreign research.In addition,the theoretical explanation of teacher resource allocation provides the basis for the research on the basis of clarifying the related concepts of teacher resource allocation.The second part is to analyze the current situation of junior middle school teacher resource allocation in L County of Hebei Province.Through the analysis of the survey data,this paper describes the number of teachers and teacher ratio,identity composition,age,gender,educational background,professional title,teacher mobility and teacher training,and provides the basis for the analysis of the problems existing in the resource allocation of junior middle school teachers in L County.The third part is to find out the problems existing in the resource allocation of junior middle school teachers in L county from the description of the current situation,such as the imbalance of the number of teachers in urban and rural areas,the high proportion of substitute and practice teachers,the unreasonable distribution of teachers'age structure,the serious imbalance of teachers' gender ratio,the large gap between urban and rural teachers'academic qualifications,the serious shortage of subject teachers in rural junior middle schools,and the differences in the structure of professional titles between urban and rural teachers.The serious loss of junior middle school teachers and the lack of appropriateness of teacher training in universities and towns.The fourth part is to analyze the causes of the resource allocation of junior middle school teachers in L county.It mainly includes the disparity of social and economic development between urban and rural areas,unbalanced financial input structure of governments at all levels,imperfect teacher management system and teachers'own needs,which are the important reasons that affect the unbalanced allocation of junior middle school teachers in this county.The fifth part mainly puts forward the countermeasures to promote the balanced allocation of junior middle school teachers'resources in L county.Based on the theories of public goods,educational equity,balanced development of education and resource allocation,this paper tries to put forward some strategies to promote the rational allocation of junior middle school teachers'resources from the following aspects:promoting the integration of urban and rural social economy,optimizing the financial input structure of governments at all levels,improving and innovating the management system of teachers,and enhancing the attractiveness of township teachers' posts.Junior middle school education is an important part of compulsory education,and compulsory education is a major issue related to our national economy and people's livelihood,and the development of county junior middle school education is inseparable from the rational allocation of teacher resources.Realizing the rationalization of teacher resource allocation in county junior middle school is a long-term and systematic work involving many aspects.Therefore,we should make overall planning and rational analysis,narrow the gap between urban and rural teacher resource allocation in county,and realize the balanced allocation of teacher resources.
