Research On The Policy Of "Double-first-class" Construction From The Perspective Of Intergovernmental Competition

After reform and opening up,China gradually deepened the reform of higher education system.Especially in the 20 world 90,the local government's management power over higher education expanded,the "dividend" brought by higher education is becoming more and more prominent,and the competition of provincial governments in the field of higher education has shifted from vertical competition to horizontal cross-competition.Moreover,the trend and degree of competition are more and more fierce,and even the phenomenon of malicious competition has greatly damaged the healthy development of China's higher education cause.The development of education is eternal,in the past research process,Many experts and scholars have found that the guiding role of policies often affects the development trend of higher education.As the competent department of higher education,local governments,mastering various resources of higher education development,play a vital role in the development of local colleges and universities.But at present,our country is in the period of social transformation.The demand for talents in society is not satisfied by universities.On the one hand,the policy promotes the development of higher education,but neglects that the development of education itself should follow certain objective laws.How to correctly understand the role of policy and improve the efficiency of "double-first-class" construction through policy optimization is the urgent problem to be solved in the construction of "double-first-class" in China,and also the need for the development of local higher education in China.Through the methods of documentary and institutional analysis,this paper emphatically analyses the policy texts that have been published in various provinces in China at present,and draws a conclusion that economic driving has become the main competition mode among provincial governments.This way has not alleviated the situation of strong east and weak West in China,and the disadvantages of "path dependence","Matthew effect" and "identity solidification" have not been effectively improved.The phenomenon of "homogeneity" of construction mode is more serious.The "disordered competition" and "malicious competition" brought by government participation affect the normal development of local higher education.If we want to break the situation caused by this vicious competition and optimize the policy,we must adjust the policy and the direction of higher education reform.In the process of development,colleges and universities should not only gradually change the "extension" development mode to the "connotation" development mode,improve the quality of personnel training and the level of teachers,but also adopt the incentive mode of stratified classification to improve the enthusiasm of key colleges and universities.Focusing on the construction of disciplines,we should optimize the structure of disciplines,strengthen "general education" and "professional education",and implement "first-class" and "characteristic" simultaneously.
