| The construction of sports venues is an important part of the construction of public sports services.It is also an important material guarantee and implementation carrier for the implementation of the nationwide fitness strategy,the national strategy of sports power and the national strategy of healthy China.Realizing the balance of sports venue resource allocation is an important step to implement the 13 th Five-Year Plan,and is also the core to promote the equalization and standardization of public sports services.The sports venue is the important carrier of the nationwide fitness strategy and the material basis for the construction of a healthy China,which is directly related to the level and speed of the development of competitive sports,mass sports and sports industry.During the period of the 13 th Five-Year Plan,the coverage of nationwide fitness centers in cities(prefectures)and counties(districts)exceeded 70% while the coverage of fitness facilities in urban streets,towns and townships exceeded 80% and the fitness facilities in administrative villages(communities)all covered;By 2020,there will be 500 new national fitness centers,15,000 township fitness facilities and10000 multi-functional sports grounds in urban communities with the per capita area of sports venues reaching 1.8 m2.Over the years,the state has implemented and realized “Peasant Sports Fitness Project”,“Snow Charcoal Project”,“National Fitness Path Project” and so on to promote the construction of rural sports venues and narrow the gap between urban and rural sports venues allocation.However,due to the uneven degree of economic development,the different attention of local governments,the different strength of relevant departments and the different degree of the participation of social forces,the allocation of sports venue resources still remains to be a problem.There is still a big gap in sports demand of the public,which is mainly reflected in sports venue facilities,organization system,fitness guidance,physical fitness monitoring and so on.The essential reasons lie in the lack of public sports service investment caused by the absence of institutional management and the management of institutional absence,and the low level of performance caused by the lack of performance evaluation and supervision management.Therefore,governments at all levels have increased the investment of sports venue construction.At the same time,it is very important to optimize the allocation of sports site resources according to the analysis of the equilibrium of sports site resource allocation.It is worth highlighting that the study of theequilibrium of sports venue resource allocation has become a key issue in governments at all levels as well as academic circles.At present,the researches of sports venues mainly focus on the research of sports venue policy,sports venue investment,the present situation and spatial layout of sports venues,resource allocation of sports venues,and the performance of using sports venues.Regional sports venue is the basic “cell ” of provincial and even national sports venues,and its equilibrium allocation not only determines the level of the equilibrium allocation of national sports venue resources,but also relates to the vital interests of the public for physical training.It is the concrete embodiment of livelihood sports.At the same time,due to the differences among the social and economic development of various regions,there are unbalanced construction and layout of regional sports venues and facilities,which leads to the degree of equilibrium allocation is different and unfair.Liaoning Province once hosted the 12 th National Games in 2013.At that time,the provincial government explicitly proposed to seize the opportunity of holding large-scale events,and asked 14 cities in the province to undertake the task of competition to realize the layout of sports venues in the whole province.After the12 th National Games,the functionality of sports venues in Liaoning Province has been greatly improved.This thesis uses the data of 14 prefecture-level cities in Liaoning Province in the sixth national general survey of sports venues to analyzes the equilibrium of sports venue resource allocation,drawing on the Gini coefficient in statistics and economics and according to the 14 data indexes,such as the population,GDP distribution to the permanent population of 14prefecture-level cities in Liaoning Province,GDP,financial allocation,Sports Lottery Public Welfare Fund,unit self-financing,social funds,sports venue practitioners,number of venues,land use area,building area,site area,proportion of non-open sites,partial open proportion and so on.The results show that:(1)the equilibrium of resource allocation of economic-based sports venues in Liaoning Province is better than that of population-based ones.(2)the allocation of public welfare funds of sports lottery in Liaoning Province is in an unbalanced state.Fushun and Shenyang are higher than other cities;The allocation of employees,number,area,proportion of closed sites and all-day opening ratio of sports venues is in absolute equilibrium,but there are distinct differences between urban and rural areas.About the personnel,the site quantity disposition,there is more attention paid to the “quantity” instead of“quality”,but the site area,the land area disposition is the absolute equilibrium state of the earth order of magnitude while the proportion of open sites and the proportion of all-day opening are in an absolute equilibrium state of low benefit.(3)from the point of view ofresource allocation of sports venues of population distribution,the allocation of financial allocation and land area is relatively balanced,and the units are self-financing.The allocation of social funds and building area is relatively reasonable,but the allocation of part of the open proportion is in an unbalanced state;from the point of view of economic distribution of sports field resources,the allocation of financial allocation,unit self-financing,social funds,construction area and land area are absolutely balanced,and the allocation of part of the open proportion is relatively reasonable.It is suggested that:(1)clarify the responsibilities of all levels of government,reshape the functions of governments at all levels and give play to the leading role of governments at all levels in allocating sports venue resources;(2)integrate the interest demands to the maximum,perfect the policy and measure of balanced allocation of sports venue resources to realize the system of balanced allocation of sports venue resources;(3)allow the market to intervene,gather the social forces and raise funds for the balanced allocation of sports venue resources;(4)change the concept of allocation,raise the consciousness of balanced allocation,adjust the allocation structure in time and continuously improve the efficiency of resource allocation of sports venues;(5)integrate the idea of ecological civilization,introduce the mechanism of performance evaluation and ensure the scientificity and sustainability of the allocation of sports venue resources. |
