Research On The Construction Of Tongliao Coal Electricity Aluminum Talent Reform Eexperimental Area

To achieve the highest quality of economic and social development,talent as the first resource plays a key role.The reform of talent development system and mechanism is an important part of the reform of the party building system and an important component of the comprehensive deepening of reform.At present,as a collection of talent policy innovation and institutional reform,talent reform pilot zones are attracting high-level talents,the release of talent service industry transformation and upgrading of vitality,promote regional economic development plays an important role.Based on the resource advantages of the northern region,tongliao central government has explored and promoted the construction of " coal,electricity and aluminum talent reform pilot area " for five consecutive years.We have actively explored ways to innovate the talent system and mechanism,and have achieved results in the work at this stage.The effect of talent concentration has been initially formed,the ability of talent to help industrial innovation has been significantly enhanced,and the scale of talent platform has been constantly expanded.The types of high-tech products are constantly updated,and the leading industrial development chain continues to extend.However,as an underdeveloped region,limited by the financial resources,location,policies and other hardware and software constraints,there are still some high-end talent policy is not attractive,institutional mechanisms for stimulating the vitality of talent still existIn the obstacles,personnel work policy system scattered incomplete,the overall structure of talent is not scientific and reasonable and other outstanding issues.If these problems can be properly solved,it will play a great role in promoting the economic and social development of tongliao city.This article is for the above situation,tongliao city,coal,electricity and aluminum personnel reform pilot area construction issues were studied.This article first elaborated the concept and the theory and so on talented person,talented person reform experimental area,talented person growth social environment,through the investigation analysis present situation,this paper discusses how tofurther deepen the construction of tongliao coal,electricity and aluminum talent reform pilot area by using case experience,problem analysis and other methods.By organically integrating academic research with practical operation,we have pointed out the need to strengthen top-level design,deepen mechanism reform,promote the integration of production and talent,improve the security system,stimulate the vitality of talent introduction,optimize the service environment,improve the incentive mechanism and other countermeasures,to explore the direction and path of talent reform pilot area construction in tongliao city,and provide reference for scientific and sustainable development of talent team in coal,electricity and aluminum industry in tongliao city.
