The quality of students' learning depends depends on the quality of teachers' teaching to students,and the quality of teachers' teaching depends on the quality of teachers' education and the quality of teachers' educators.The experience of various countries shows that the most effective way to cultivate excellent teachers in a constantly changing environment is to start with a well-developed pre-service teacher education program and continue to provide lifelong learning opportunities.Teacher education is the machine tool of education.To ensure the quality of teacher education,we must establish a strict and practical supervision system and formulate corresponding system standards.In order to conform to the international trend of teacher education development and improve the quality of teacher education in India,India has drawn on the experience of other countries to carry out teacher education accreditation.Due to concerns about the quality of teacher education after independence,the quality problems brought about by the expansion of private teacher education institutions,and the launching of the accreditation of higher education institutions in India in the 1990 s,the National Council for Teacher Education(NCTE),which is responsible for teacher education in the country,signed a memorandum of understanding with the National Assessment and Accreditation Council(NAAC)in 2002 to assess and accreditation the quality of teacher education institutions.For 12 years,NAAC has been responsible for the accreditation of teacher education institutions.Recently,the quality of teachers in primary education in India is low,with low enrollment rate,high dropout rate and low learning outcomes.There are some new quality problems in teacher education,such as over-active distance open universities,serious imbalance between teachers' educational institutions and teachers' demand among regions,and extremely low passing rate of teacher qualification certificates for normal students.In addition,NAAC,as the accreditation body of higher education institutions,cannot provide a special accreditation framework for the special system of teacher education.To this end,NCTE decided to reform the teacher education accreditation and establish a stricter regulatory framework for teacher education institutions.NCTE signed a memorandum of understanding with the Quality Council of India(QCI),an autonomous body under the Ministry of Industrial Policy Promotion of India in 2014 to implement teacher education project accreditation.to implement the accreditation of teacher education programs.In June 2017,NCTE completely terminated its authorization and cooperation with NAAC,and planned and designed a framework for ranking and accreditation of teacher education institutions.The reform of NCTE teacher education accreditation has replaced the selection of accreditationinstitutionsand separated the teacher education institution from the overall higher education accreditation system,improving the professionalism of accreditation.Accreditation has innovated the concept and shifted from focusing on institutions as a whole to professional development.The accreditation method increases the ranking meaning and improves the competitiveness of teachers' educational institutions and projects.In the whole process of teacher education accreditation reform in India,it pays attention to the development of normal students,evidence collection,professional accountability and monitoring to ensure the quality of normal students.The reform of teacher education accreditation in India not only conforms to the trend of teacher education accreditation reform in the world,but also reflects the country's strong educational and cultural characteristics.The purpose of this article is to analyze the background,measures,characteristics and experiences of teacher education accreditation reform in India,to find out how India maintains and strengthens the quality monitoring and accountability of teacher education through teacher education accreditation reform,so as to provide useful inspiration and thinking for teacher education accreditation in China.
