With the further popularization of higher education in China,the State attaches great importance to the development of higher education,and the core mission of the development of higher education is to ensure and to improve the quality of higher education.We should realize the connotative development of higher education,which puts forward higher requirements for the quality of higher education,at the 19 th National Congress of the Communist Party of China.Therefore,it is urgent to improve the quality assurance system of higher education in China.After Australia entered the higher education popularity stage,with the gradual expansion of the scale of higher education,the quality of higher education has attracted more and more attention.According to the need of higher education reform and development,Australia has established a relatively complete quality assurance system in higher education,which provides a strong guarantee for the development of higher education in Australia after decades of development.This paper consists of six parts.The first part is the introduction,which mainly includes research background,research significance,research review,the definition of core concept theoretical basis and research methods.The research review is mainly related to three aspects,focus on the development of Australian higher education quality assurance,the Australian higher education quality assurance system and the Australian higher education quality assurance mechanism.The theoretical basis includes the analytical framework of comparative education theory,total quality management theory,and stakeholder theory.The research methods are mainly literature research,historical research and comparative analysis.The second part is about the development process of the Australian higher education quality assurance system.In the1970 s to the 1980 s,the Australian higher education quality assurance system sprouted,then gradually transit to directly government management in the first half of the 1990 s,and furtherdevelopmented to mainly regulated by government indirect management in the second half of the1990 s,ultimately enter the integration phase of interior and exterior assurance in the 21 st century.The third part briefly describes the main subjects of the Australian higher education quality assurance system,which mainly explains the important function of the federal government,States/Territory Government,Tertiary Education Quality and Standards Agency and Universities.The fourth part mainly introduces the implementation of the Australian higher education quality assurance system.Australian higher education quality assurance system based on the TEQSA 2011 and Higher Education Standards Framework for the implementation of the policy security,with the internal security of higher education institutions,quality certification and quality assurance provide quality assurance for Australian higher education.The fifth part mainly introduces the three characteristics of the Australian higher education quality assurance system,which is based on national legislation and macro-control,the main subjects of multi-cooperation and the internal and external guarantee mechanism.The sixth part mainly introduces the challenges that our country faced and the enlightenment that the experience of Australian to our country.The main challenges our country faced include: the relevant laws and regulations are lagging behind,it is difficult to form an effective system guarantee.The quality standards of colleges and universities are single,it is difficult to adapt to the diverse development of higher education.The organizational structure is not completed,it is difficult to ensure the smooth operation of quality assurance work.The lack of autonomy within the university,it is difficult to achieve the overall effect of quality assurance.The enlightenment to our country,which mainly includes three aspects.First,we should give full play to the leading role of the government to improve the quality assurance system.The second is to give full play to the autonomy of institutions of higher learning to improve the internal quality assurance system.Finally,a third party should play a balanced role in the quality assurance system.
