In March 2003,the State Council promulgated the Regulations of the People's Republic of China on Chinese-Foreign Cooperation in education,which pointed out that the “the Chinese-foreign cooperation school is a public welfare undertaking,and it is an integral part of Chinese education system.The state implements the policy of‘expanding opening up,standardizing running schools,managing schools in accordance with law,and promoting development' for Chinese-foreign cooperation in education.” At present,the internationalization of education in high school is booming.No matter public high schools or private high schools are all working hard to open international classes or departments,aiming to provide high quality international education for students who want to study abroad.However,how to integrate correctly with the international education form in high schools,smoothly implement the international courses and ensure the quality of the courses implementation has become an important main issue of academic research.This study makes an analysis of the current situation of quality management for international courses in general high school by means of the research methods of literature,questionnaire and interview,and probes into the main problems in the quality management of international courses and the reasons for their formation.This paper puts forward the concrete suggestions to improve the quality management of the international courses in high school.This paper has positive practical significance to improve the quality of the international courses in general high school and to improve the international developing level of the general high school.The current international courses mainly include three major types: overseasinternational courses,domestic international courses,and international courses for further studies.The overseas international courses cover International Baccalaureate Diploma Programme,General Certificate of Education Advanced Level and the International Foundation Certificate Program;the domestic international courses mainly refers to Project of Global Access;the international courses for progression include TOEFL,IELTS,SAT,ACT courses.The implementation of international courses in high schools include a variety of class arrangements,a reasonable curriculum mix and different cooperative mechanisms.The basic components of the quality management of international courses in high schools include the quality management subject,the quality management object and the means and technology of quality management.The implementation methods include internal management and external management.Based on the quality management survey of the international Courses of X Middle School in Xi'an,Shaanxi Province,it shows that the quality management of international courses in high school is not satisfactory.In terms of external quality assurance management,there is a lack of comprehensive quality assurance management system for international courses and low recognition of quality assurance management standards.In terms of internal quality assurance management,high schools have a neglecting self-evaluation mechanism and a lack of awareness for quality management and also the professional managers.Foreign countries have rich experience in the quality management of international courses in high schools,and can provide important inspiration for China.The specific performance is that the government strengthens management and introduces powerful policies and measures to ensure that international courses quality management has laws to follow and also strengthens international certification of the quality to make sure that the quality management of international courses has its own basis;schools attach importance to implementation and ensure the orderly operation of international courses' quality management.There are three aspects to improving the quality management of high school for their international courses.The first one is to improve the quality management of the international courses.It is necessary to create a good international quality assurance management atmosphere,conduct exchange activities in different schools to promote their own development,and regularly issue questionnaires to solve problems in time.The second is to establish and improve the internal and external quality assurance management system.The government needs tochange its role,establish a professional evaluation agency,build an information platform,and organize multiple parties to participate the management.The third propose is to establish a comprehensive curriculum quality feedback system,including students,teachers and managers.
