After about 70 years of development,the number of students studying in China has been on the rise.China has become the largest study destination in Asia and the third largest in the world.In particular,the implementation of the "One Belt And One Road" initiative has brought new growth force and new development opportunities to China’s educational cause of studying in China.According to relevant statistics,the number of international students from countries along the belt and road in 2016 was207,746,accounting for 46.92% of the total number of overseas students.Countries along the belt and road have become an important market for international education in China.However,the rapid development of overseas study in China has exposed the disadvantages of emphasizing quantity rather than quality and the overall training quality is not high.In 2017 and 2018,the ministry of education issued the administrative measures on the recruitment and training of international students by schools and the quality standards of higher education for foreign students in China(trial),requiring schools in all regions to strictly enforce their enrollment standards and attach importance to the quality of international student training.The two policy documents reflect that strict quality control has become the top priority in the current education work in China,and this quality improvement requires universities to strengthen the management of foreign students.Taking the study status of undergraduate students in Y university as an entry point,this paper conducted questionnaire surveys and interviews with some students in science,engineering and liberal arts in the second,third and fourth years to analyze their learning attitude,learning motivation,learning commitment and learning gains.Through on-the-spot observation,it is found that the overall learning condition of overseas students is not ideal.Therefore,through in-depth analysis of Y university’s scholarship management,teaching management,enrollment management and life management for international students,it is found that Y university still has the following deficiencies in the process of international student management:Major in the arts,science and engineering students less.Teaching management: the rules andregulations are relatively sound,but the actual implementation is insufficient;Abundant educational resources but low utilization rate of students;The curriculum is not reasonable;Lack of interactivity in and out of classroom teaching.Scholarship management: single scholarship program;The amount of scholarships is classified according to academic disciplines rather than grades;The effect of scholarship on stimulating the research motivation of international students is poor.In view of the problems existing in the international student management of Y university,this paper puts forward the viewpoints and methods of total quality management for reference,and explores the ideas of improving the quality of international student training.The following Suggestions are put forward: all staff should establish a strict management of the quality view;To mobilize relevant staff of the international student management department,teachers and students to participate in the improvement of international student training quality;To establish a supervision mechanism for the whole process of training foreign students;Establish a scientific evaluation mechanism for international students.
