With the deepening reform of education system,the underlying problems of preschool education are gradually exposed.The problem of primary school-oriented is becoming more and more serious,which has been highly valued by the government.The goverment has issued many policies to solve this problem,and the primary school-oriented of public kindergarten has been significantly improved as the policies of goverment futher moving,but the primary school-oriented of private kindergarten has not been fundamentally solved,and it even becomes a "disaster area".Therefore,this is very important for us to understand the dilemma of governance subjects in the process of governing primary school-oriented,and to find out the causes of the dilemma,and to explore effective ways to deal with the problem.Based on the theory of public governance,the subjects of governing primary school-oriented are defined as the government,private kindergartens,parents,primary schools and third part of preschool education.By field investigation,we can deeply understand the roles and effects of governance subjects,and restore the current situation of governance of primary school-oriented in private kindergartens from different aspects,and analyze the problems of governance subjects,and explore the important factors that the governance subjects fall into contradictions and conflicts,and provide some suggestions for governing primary school-oriented in private kindergartens.The result shows that each subject not only plays an important role in the process of primary school-oriented governance in private kindergartens,but also have a good effect.In the process of governing primary school-oriented,the government plays a controller,private kindergartens plays a practitioner,primary school plays a assistant,parents and the third part of preschool education play a recipient and a advocater.Although the subjects participated in the work of governing primary school-oriented,the problem of primary school-oriented in private kindergartens has not been fundamentally solved.There are many problems in the process of primary school governance,for example the administration of government is not in place,the private kindergartens' escape,parents' disapproval to governance,lack of effective supervision from the third part.The reason is that the interest demands of subjects are opposite,and the subjects lack the consciousness of participation.Meanwhile,the responsibility of subjects is unclear,and the development of subjects is unbalance.This reasons have come into conflict,and make governing in a dilema.In the present situation,the author provides some advices to coordinate the relationship of subjects.By the government's guidance,the private kindergartens' autonomous,the primary school's assistance,parents' support,and the mediation of the third part in preschool education.In this way,it is benefit to the effective interaction of subjects,and create a model of public governance of primary school-oriented in private kindergarten,and gather efforts to resolve the crisis of primary school-oriented in private kindergartens.
