After the reform and opening up policy, China’s private early childhood education is booming with the development of market economy and become an important part of preschool service. The impact of private kindergartens has been drawn more and more attentions by the public. Face with the condition that the private kindergartens has occupied more than half of the related organizations, the questions of what kind of the relationship between the government and the private kindergartens will be and which cooperative mechanism will be chosen should be solved. Based on the Polycentric Governance, this paper put forwards the Cooperative Governance Mechanism between the public and the private kindergartens, and then drew the discussions of the realistic state, looked forward to the future at last. This study can be meaningful to guide the purchasing services in the field of early childhood.On the basic of the theoretical study and historical research, after summarizing related theories and outlining the historical evolution of policies, the author put forwards some suggestions. This study is divided into six parts:The first part is an introduction, clarify the purpose and significance of the research and summarize relevant experience overseas. The second part is the history of the private preschool policies after the policy of reform and opening. According to the stage characteristics, we divide the institutional development into four parts. Through the exploring of these four parts, the author found the problems in the policy development process. The third part focuses on the theoretical basis of this paper. Aimed at the problems mentioned earlier, the authors underline the Cooperative Governance Theory in the polycentric governance as the mechanism that can be chosen in the government-private kindergartens relationships. Then describe the applicableness of the Cooperative Governance Mechanism in the early educational practice. At last, put forward the challenge. In the forth part, the authors focus on the theoretical practice. First, on account of the public services in the early childhood education, this research divides the cooperative governance relationship into two parts, one is the complementary partnership, the other is cooperative partnership which can be apply to the practice of early childhood education. In the fifth part of this paper, the researchers introduce the Multi Stakeholder Partnerships in Education (MSPEs), and then put forward relevant policy suggestions. At end of the paper, the researchers present the deficiencies and made corresponding plans.
