Project phenomenon is a very unique phenomenon in the process of social governance in our country-"If the national finance does not allocate resources in the form of transfer payments,it will not be able to stimulate economic growth through scale investment." Especially after the reform of "tax distribution system",the central government began to try to allocate financial funds downward in a "project" way.However,with the continuous expansion of the scale of funds,this mode of financial transfer payment gradually surpasses the characteristics of the individual project with the matter-based principle.Later,many scholars abstractly summarized this regular empirical phenomenon as "project system".Here,the "project system" no longer simply refers to various systems of project management,but a governance model that can integrate all levels of relations between the central and local governments and all sectors of society.Of course,as an important part of social governance,higher education is also embedded in the "project system" of governance thinking.The "project system" of higher education is a system model for reallocating higher education resources in the form of special funds in order to achieve specific objectives,besides the conventional expenditure system of higher education.Because it comes from the variant of project management,the inherent characteristics of specialization,temporariness and subsidiarity,as well as the limitations of differentiation,homogeneity and fragmentation,also determine to a large extent that the "project system" will play an auxiliary role in the development of higher education.As for the development and operation process of "project system" in higher education,this paper firstly combs out the development characteristics and evolution track of "project system" in higher education at the exploratory stage,the formation stage,the development stage and the strengthening stage along the vertical development axis,taking the transformation of financial allocation mode of higher education and the era background of higher education development as clues.Secondly,along the horizontal axis of operation,taking the "double first-class" construction project as an example,the operation logic of the central "outsourcing",the local "packaging" and the University "grabbing" is elaborated in detail.Through this horizontal and vertical analysis,we can see that the problems in the development and operation of higher education "project system" mainly focus on the subjectivity of anti-clients,the generalization of unpacking and adding codes,and the alienation of receiving and checking bags.The three problems are caused by the shortsightedness of the development concept of higher education,the imbalance of the main body of resource allocation and the limitation of the evaluation mechanism of higher education.So far,looking back on the inherent efficiency and limitation of the project system in higher education,it is not difficult to find that only by returning the project system to the value orientation of speciality,assistance and emergency,and realizing the good separation between the routine operation and the project operation,can its effectiveness be more fully brought into play.Therefore,in view of the three major problems in the process of development and operation,this paper proposes to integrate new development concepts,stimulate the vitality of multiple subjects and innovate the ways of financial support in order to effectively control the routine operation.And then proceeds from "project for use" in order to reduce the limitation of "project" in higher education as much as possible,through orderly decentralization and classified sinks.In order to realize the orderly development of the "project system" of higher education,the way of general and reasonable use of rights stimulates the vitality and effectiveness of project operation.
