Value pursuit is the purpose and motivation of higher education activities.The higher education reform,development and stability should be based on the value guidance.The practical activities in higher education are also value realization process.The value of higher education refers the understanding,experience and evaluation of value subject to value object,and the significance and role of the value object to the value subject during the activities in higher education.Universities are important places and carriers for the implementation of the functions of higher education.The value of a university exists in its capacity of knowledge gathering,transmission,creation,application and development,its support and leadership efforts for social progress through knowledge creation and its contributions to national prosperity,national rejuvenation and people's happiness.From another perspective,it measures whether the university has the courage to safeguard truth,pursue the spirit of excellence,support just and fair behaviors and implement functions of talents cultivation,scientific research,social services,cultural heritage and innovation.It also measures how the university,as a unique cultural institution,effectively shows the value of high education.The manifestation of contemporary values of higher education should make full use of the university's functions to realize the goals of strengthening moral education and cultivating talents,striving for excellence,improving quality and guarantee the fairness through the value subject's understanding,experience and evaluation to the value object during the process of higher education activities.The "Double first-class" Program is a program of action for the development and reform of higher education in China in current and later period.It aims to realize the strategic goals of the power of higher education.The "Double first-class" construction is a process of fully playing the universities' role and steadily enhancing academic productivity.Under the background of the integration of international views and China's higher education values,the Program has pointed out the direction for China's higher education development in the new era.In the connotation of the "Double first-class" construction,"Chinese characteristics" refer to the features and "World-class" refer to the level.Different from the priorities of previous university planning and construction,the "Double first-class" construction is based on the construction of first-class disciplines.It is aimed to create world-class universities by constructing world-class disciplines,promote the whole level of China's higher education,realize the fundamental values of power of higher education,adapt the starting point and the foothold of national strategic development requirements and popularize the values of strengthening moral education and cultivating talents,striving for excellence,improving quality and guarantee the fairness.The literature review,value analysis,comparative analysis and systematic analysis were adopted in this paper.The research was carried out according to the technical path of problem raising—theory assessment—practical reflection—path construction.Based on the investigation of higher education value's historic logic,connotation and denotation as well as the exploration of universities' social status,basic functions and patterns evolution,the expected pursuit and practical development of higher education value were analyzed.The understanding of the higher education value was deepen from a philosophical point of view.The current China's higher education value orientation deviation and adjustment was investigated,and deep thinking was carried out for the arrogation and reflections of utilitarian values.Then the reform trend of higher education was put forward under the context of "Double first-class" construction.Taking the "Double first-class" construction as essential platform and implementation path of higher education subject meeting the needs of education object,the contemporary construction of higher education values was explored in this paper.The construction of "World-class Disciplines" focuses on coordination and promoting.The practical optimization of university academic reputation ranking and the establishment of typed assessment mechanism are effective to realize the values of universities.In fact,evaluation itself is a value choice and judgement,which determines the pattern of free competition and resource allocation.It is crucial to the effects of "First-class Disciplines" construction.The academic reputation largely determines universities' status,attraction,influence and future development in the whole education system.For university reputation ranking,it is significant to transform the reputation into universities' existence value.Meanwhile,it's very important to promote the "World-class Disciplines" construction and improve the assessment mechanism.At present,the role of discipline evaluation mechanism should be fully utilized in the construction of "World-class Disciplines",through which the higher education values could be better judged by the evaluation subject and the standardization and justification of the discipline ranking could be enhanced.During the process,the typed assessment mechanism of disciplines in higher education could be strengthened and improved,hoping to provide positive value guidance and support for "Double first-class disciplines" construction,build objective judgement criterion and reflect values of higher education.The construction of "World-class universities" construction should focus on the reform and development.The value realization of universities lies in how to conduct the overall design and promote the standardized governance.The purpose of the university governance is to ensure the successful operation and the value pursuit is the aim and motivation of practical activities of higher education.The establishment of modern university system is to better achieve the values of higher education.Universities have taken many initiatives under the paths of strengthening value choices.For instance,the pursuit of educational values from the perspective of modern ideas of universities should deepen the national consciousness,internalize the bottom line of moral education,reinforce the evaluation system and strengthen the human spirit;The realization of education reform and value development goals should strictly follow the ides of "Hundred years policy based on education,the education based on talents cultivation,education development based on teachers,talents cultivation based on education quality";"Trinity" of discipline development value orientation should be set up taking talent engineering as the cornerstone,course construction as the core and R&D as the motivation.At the same time,the education policy is the visualization of government intentions and has essential value guidance.Therefore,the system construction paths for higher education values with Chinese characteristics should reflect the goal orientation of education values in modern era by improving the guiding ideology of higher education,innovating university management systems and operating systems and creating modern university management system with "Six Communities".Through system assurance,leading and demonstration and collaborative promotion,the construction of "World-class universities" is conducive to the construction of modern higher education system with Chinese spirit,characteristics and values.
