Human resource service industry has been identified as the key area of producer services in China.Human resource service industrial park is the unique mode to develop HR service industry,and it has really promoted the agglomeration of HR services.Through the development of HR service industry park,the government plays an important role in its planning and management.However,with the establishment of national and local parks,the competitive pressure and development bottleneck of industrial clusters have followed.Under the new situation,it is urgent to make research and evaluation on the government's role in the development of HR service industry parks,to find out weakness and the focus of government's function,thus to play a better role to help those parks adapting to the current marketization process and needs of HR services.This paper is based on the Michael Porter diamond Model,the Market Failure Model and the New Public Service Theory,with the main method of literature research,questionnaire survey,taking a case study of China Shanghai Human Resource Service Industry Park,analyzing government's role to develop the park and the needs of HR service enterprises,finding the weakness,and putting forward thecountermeasures and suggestions for better exerting the role of the government in the development of HR service industrial parks,thus providing some practical information and basis for the further development of the HR service industrial parks.The content and basic conclusions of the article are as follows: the first part are the introduction and chapter one,collects the concept of HR service industry park and theories such as industrial clusters and government intervention.With the theoretical research,it finds that the government should play its' role at three as aspects:eliminating external negative effects,providing public goods,maintaining market order.The second part includes the second to fourth chapter,is an empirical study on the role of government in the development of HR service industry park.With the overview of HR service industry parks,it founds that China attaches great importance to the development mode of HR service industry park.Most HR service industrial parks are government-led and the government plays an important role in the development of the parks.Through empirical research,the government has been supplying public products and maintaining market order by establishing a management system,making policy and so on in the whole process of the HR service industry park.Through the questionnaire survey and interview survey,it finds that the HR service enterprises in the park have a high degree of satisfaction with the current government,but also are eager to obtain the government's fiscal and tax policy support.At the same time,they hope that the government will play a further role in the construction of industry norms,the creation of a good competition order and the environment for industrial development.The third part are last two chapters.Compare the current role of government with the demand of the HR service industry parks,some problems are reflected such as the vague management responsibility,the narrow coverage of industrial support policy,the poor business environment,the lack of talents.So,the paper is mainly from four aspects of park management,industrial support,market supervision and talent introduction to put forward countermeasures and suggestions for better exerting the role of government in the development of HR service industry parks.On the otherbesides,the shortcomings of the paper are summarized as follow: as a result of the current national,provincial and local HR service industry parks have been built and developed in all parts of the country,the conditions of economic development,resource factors and location are not the same,and the starting point of each park is also different,so the research done in Shanghai HR service industry Park alone is not comprehensive enough,better practices and experiences need to be further explored and studied.
