Talents are the people who engage in creative labor and make great contributions to human resources,and play an important role in promoting economic and social development.As the chief content of talent work,talent policy plays a leading role in talent work.Talent policy research has become an important part of talent work and is playing an increasingly irreplaceable positive role.Under the guidance of relevant talent policies of the central and provincial party committees,qinhuangdao has issued a series of talent policies based on work practice research since 2010,which has achieved positive results.Continues to deepen the reform of the system of talent development mechanism under the background,this paper,taking qinhuangdao talent policy system as the research object,the human capital theory and the theory of public policy theory,under the guidance of through the combing and induction of qinhuangdao talent policy,analyzes the existing completeness of talent policy is not enough,insufficient top-level design effectiveness and innovative,to alignment does not reach the designated position,industry development is not high,attractive problems such as inadequate;The main reasons are analyzed: the talent idea is not well established,the policy has not been formed reasonably,the policy formulation is not scientific enough,the evaluation effectiveness mechanism is absent,the propaganda and promotion is not strong enough.Based on the advanced experience of domestic advanced regional talent policy system such as shenzhen,suzhou and hangzhou,the paper puts forward the countermeasures of optimizing the talent policy system in qinhuangdao city.It includes:standardizing the research on talent policy formulation,optimizing and improving policy contents,establishing the talent policy evaluation mechanism,and improving the talent policy development environment.The purpose of this paper is to further explore the practical problems in the process of policy formulation and implementation,using more scientific,standardized and effective management methods of public policy,strengthen the talent policy system in general and the relationship between research,to build complete talent policy system as the researchkey,by deep analysis to study the process of develop,promote qinhuangdao talent policy system optimization,and then work for qinhuangdao talent and talent team construction to provide powerful policy support and system guarantee.
