With the development of the Internet,more and more school bullying incidents have been exposed on the Internet,which has attracted the attention of the state and society.In order to effectively restrain school bullying,China began to introduce a series of governance policies in 2016 to guide and strengthen the governance of bullying among primary and secondary school students by clarifying the concept of school bullying,implementing the responsibilities of relevant departments and refining specific treatment plans.At present,the main responsibility for the handling of bullying incidents in primary and middle school students in China is gradually implemented in schools.The state requires all local primary and secondary schools to further refine and improve the rules of the school's handling process,and to deal with school bullying incidents according school discipline.The establishment of rules for handling process of school bullying can provide school and teacher a procedural basis for the handling of bullying incidents in primary and secondary schools,regulate the autonomous treatment of schools,and provide a relief process for the students and parents to defend their rights.At the same time,the guarantee of the justice of the school's handling process helps to improve the credibility of the school's processing results and effectively mediate disputes caused by bullying incidents.This study analyzes the problems and causes of the current school bullying process in China's primary and secondary schools by investigating the current situation of the development and operation of the school's bullying in the school.Finally,based on the design of school bullying process in South Korea,the author puts forward suggestions for improving the processing procedures of bullying in primary and secondary schools from three aspects: the operability of the program,the fairness of the procedure,and the effective operation of the program.The study is divided into five parts.The first part is introduction,which mainly includes the presentation of research questions,the definition of related concepts,the existing research status,research significance,methods and theoretical basis.The second part is the analysis of the current situation of the school's bullying school processing procedures.Taking L school as a case,the investigation and analysis of the problems in the student's bullying school processing procedures.The third part is the analysis of the causes of the problems in the school's bullying process.The reasons for the problems are analyzed from three aspects: the blindness of program development,the lack of scientific programming,and the lack of operational guarantee mechanism.The fourth part is the handling process and enlightenment of the school bullying in South Korea.The fifth part is the recommendations to improve the school's handling process of bullying.
