Research On Problems In The Implementation Of University Regulations

The university charter which "supplies" the modern university system,and "undertakes" internal governance of the university is an important task and central link for China to comprehensively promote the rule of law,improve the school's governance ability and modernize the governance system.The implementation of the university charter is an important part of the construction of the university's charter,and it is an important embodiment of the university's charter.Therefore,it is necessary to vigorously promote the implementation of the university chapter and make the university charter play a positive role.The author selected three universities in Xinjiang that have been approved and implemented the university regulations as the research objects,taking Xinjiang University,Xinjiang Normal University,and Shihezi University as examples.The university charters of these three universities are the first batch of college charters approved by the Xinjiang Education Department,and they have milestone significance in the construction of the charter.In September 2016,the Xinjiang Uygur Autonomous Region carried out an inspection and evaluation of the implementation of the regulations of the university.On the basis of understanding the basic situation,the author conducted a survey on the three higher schools in Xinjiang,using questionnaires and interviews to find out the problems in the implementation of the university regulations,looking for the reasons of the problems as well as putting forward the promotion strategies for the implementation of the university charter.This paper is divided into four parts: The first part is a basic overview of the relevant contents of the university charter,mainly expounding the concept of the university's charter and implementation,the necessity of the implementation of the university charter and the relevant theoretical basis.The second part is the investigation and analysis of the status quo of the implementation of the three universities in Xinjiang.The main problems are: the teachers and students of the university have limited knowledge of the university regulations,the application of the university regulations in the school management,and the implementation of the university regulations.The campus environment is weak and the text of the university charter itself is flawed.The third part is to explore the causes of problems from multiple angles.It is found that college leaders lack sufficient attention to the university regulations,insufficient propaganda of university regulations,power inertia in the implementation of university regulations,and immature supervision mechanism for the implementation of university regulations.There are important reasons for implementing problems.The fourth part is based on the problems found in the investigation and the causes,and puts forward corresponding suggestions for improvement according to the actual situation: the school should increase publicity and enhance the awareness of the university's regulations;schools should adhere to the rule of law and regulate The procedures for the implementation of the regulations;colleges and universities should mobilize the enthusiasm of stakeholders and create a good environment for the implementation of the university regulations;schools should improve the supervision mechanism,make up for the shortcomings of the university regulations,and ensure that the university regulations can be implemented more effectively.I hope the above suggestions can be used for universities in China.The construction of the charter is a part of the force.
