Create conditions to attract more children of the corps to take root in the corps,attract more returned soldiers from the mainland,graduates from colleges and secondary schools,and all kinds of outstanding talents to settle in the corps,and attract more talents from different nationalities from different places to work in the corps.Since the Second Central Xinjiang Work Symposium,the Corps and the Party Committee of Nanjiang Teachers have earnestly implemented the central decision-making and deployment,firmly established the strategic consciousness of "strengthening teachers with talents",taken various measures to implement various projects of attracting talents and gathering wisdom,actively built up a platform for starting an undertaking by officials,and continuously grasped the fundamental and long-term basic project of strengthening the talent team,so as to effectively promote the economic community of Nanjiang Teachers' Corps.The conference has developed,gathered a large number of talents,provided intellectual support,and made a useful attempt in strengthening the reform of the talent team construction of the Southern Xinjiang Teachers' League.However,we are also consciously aware that due to the constraints of resources,environment,history and other factors,the construction of the Southern Xinjiang Division and Regiment's talent team is lagging behind,and it is still a prominent shortcoming that restricts the development of the Corps in Southern Xinjiang at present and in the future.General Secretary Xi Jinping emphasized that the key to China's success lies in the Party,the key lies in the people and the key lies in the talents.The importance of talent work has been raised to an unprecedented high.The next period will be the decisive stage for the formation of a well-off society in an all-round way in the Southern Xinjiang Division of the Corps,as well as the key period for achieving social stability and long-term stability.To promote the development of the Corps in southern Xinjiang,we must give full play to the leading,basic and comprehensive role of the talent work in the overall work of the Corps in southern Xinjiang,firmly establish the idea that grasping talent is to grasp stability,grasping talent is to grasp development,regard talent resources as the first resource,regard the stability of the talent team as the first stability,take the reform of the talent team construction as the grasp,and break the fetters of talent development.The ideological and institutional obstacles of the exhibition will consolidate the political guarantee and troop foundation for the development and maintenance of social stability of the Corps in Southern Xinjiang.Guided by Comrade Xi Jinping's new judgment on talent work made by the Central Committee of the CPC as General Secretary,combined with the general strategy of the Central Government of Xinjiang,and taking promoting the development of the Corps in South Xinjiang as a brand-new research starting point,this paper combs,summarizes and objectively analyses the main practices and achievements of the current four divisions' talent team construction in South Xinjiang through questionnaires and in-depth visits to the four divisions' corps' corps' Corps in South Xinjiang.Effectiveness,existing problems and causes,from the aspects of talent management system,introduction mechanism,training mechanism and entrepreneurship guarantee mechanism,put forward ideas and Countermeasures to strengthen the reform of talent team construction of four divisions in Southern Xinjiang,in order to provide reference for better strengthening and improving the development of corps,especially Corps in Southern Xinjiang. |
