Research On The Evaluation And Promotion Mechanism Of World Class Universities In Japan

With the acceleration of internationalization of higher education,higher education has gradually become an important force to enhance the competitiveness of the country.All countries regard higher education as the main pillar of scientific and technological progress and advanced human resource development.In order to improve the educational and research functions of universities and improve the international competitiveness of Japanese higher education,the Japanese government has implemented a series of policies to build world-class universities.In 2014,a ten-year competitive funding project "the top university program in the world" was proposed.In order to guarantee the quality of project construction,a perfect project evaluation system is established.The "double first-class" construction launched in recent years in China has strong similarity with Japan’s "top university program"in terms of project nature,implementation form and construction objectives.Therefore,this study analyzes how to use the evaluation mechanism to promote the adjustment and development of the project in the process of building the world-class university in order to provide reference for the construction of "double first-class" evaluation system in China.Japan’s "top universities plan" evaluates the reform progress and overall development of 37 universities selected by the way of external organization evaluation and internal self-evaluation" The top universities plan in the world has established a perfect selection and evaluation system from the beginning of the project implementation,and adopts the top-down evaluation method to select the project.After the project is officially implemented,the three-stage evaluation mode,which is combined with annual evaluation,stage evaluation and final evaluation,is adopted to monitor the construction process of the project from all aspects and angles.Among them,the two stages of evaluation in 2017 and 2020 are important means to promote project reform,timely feedback project problems and suggestions,timely improvement of the project subject and continuous promotion of project construction.The evaluation mechanism of Japan’s "top university plan" has the characteristics of clear objectives,clear indicators,multiple participation,openness and transparency,and continuous improvement.The concrete performance is based on the University self-evaluation,the third-party evaluation as the main body,pays attention to the combination of multiple evaluation;The members of the evaluation committee are diverse and stable,and the members are mainly from universities,enterprises and research institutions,which lays the foundation for the expansion of evaluation perspective;The evaluation index construction implements the principle of common development and classification evaluation of the project,establishes the index system of common requirements and classification evaluation,and pays attention to the construction of quantitative index;The evaluation process is open,reflecting the principles of fairness and justice,and the project evaluation is carried out strictly in accordance with the evaluation rules by combining quantitative evaluation with qualitative evaluation;The evaluation results shall be timely and open to social supervision.At the same time,the application and open feedback mechanism of project evaluation are constructed by using the evaluation results to promote the continuous improvement of the project.In general,Japan emphasizes the cooperation among the multi-subjects in the evaluation promotion mechanism of the "top universities plan in the world",and plays the role of the government,evaluation institutions and universities to form a joint force.The government provides material basis for the implementation of evaluation,ensures the evaluation institutions to carry out evaluation activities in an orderly manner,and actively cooperates with the construction university,and continuously promotes the improvement of the project.The organic cooperation of each construction subject,giving full play to the evaluation effect,jointly promote the development of the project.
