The establishment of the evaluation system of "World-Class University"construction with Chinese characteristics is not only the basic guarantee for the implementation of the dynamic adjustment mechanism of "Double First-Class"construction,but also an action guide that fully stimulates the endogenous motivation and development vitality of the universities.This study systematically sorts out the evolution trend of the evaluation system of "World-Class University"construction,and deeply analyzes the logical relationships among several key links in the evaluation system of "World-Class University" construction.Based on the requirements of the evaluation system of "World-Class University" construction under the background of the "Double First-Class" construction,this research established the comprehensive evaluation index system of "World-Class University"construction and tested it in order to provide reference for promoting the development of "Double First-Class" construction.This study considered that the evaluation system of "World-Class University"construction should be composed of "Program Evaluation" and "Comprehensive Evaluation".Among them,Program Evaluation evaluated the implementation of the development scheme of the university using qualitative evaluation method,Comprehensive Evaluation evaluated the comprehensive ability of the university using quantitative evaluation method.In terms of evaluation administration,Program Evaluation should fully respect the independent autonomy of construction of universities,Comprehensive Evaluation should play the authority of the expert committee.In terms of evaluation purpose,Program Evaluation focused on the realization of the diagnostic function,Comprehensive Evaluation focused on the dynamic selection for the construction universities.For the application of evaluation results,Program Evaluation' result is used for increasing or decreasing the construction funds,Comprehensive Evaluation' result is used for adding or cancelling the construction qualifications.Based on the comprehension of the difference and relation between Comprehensive Evaluation and Program Evaluation in the evaluation system of "World-Class University" construction,this study focused on the construction of index system to Comprehensive Evaluation.Firstly,it clarified what the Comprehensive Evaluation of "World-Class University" construction should be under the hackground of "Double First-Class"Construction.Based on the related policy documents of "Double First-Class"construction,this study considered that talent cultivation,scientific research,social services are three evaluative dimensions for the Comprehensive Evaluation of"World-Class University" construction.Comprehensive Evaluation of "World-Class University" construction should adhere to the principles of striving for excellence,emphasizing contribution,balancing arts&science and fusing Chinese-western.Secondly,it constructed the evaluation index system for Comprehensive Evaluation of "World-Class University" construction.Based on the comparison of the indicators between the 15 global and regional university rankings and the principles of quantifiable,comparable,sustainable,evaluation index system for Comprehensive Evaluation of "World-Class University" construction is established.It included 3 first level indicators,7 second level indicators and 8 data sources.Talent cultivation,scientific research and social contribution of are the three first-level indicators.Thirdly,it revealed the characteristics of China's universities under the Comprehensive Evaluation of "World-Class University" construction.Based on the related data from 2001 to 2017,it analyzed the performance of China's universities from the perspectives of talent cultivation,social contribution and scientific research.It revealed three characteristics of China's universities under the Comprehensive Evaluation of "World-Class University" construction:in terms of the score distribution,the top ranked universities scored higher and the difference was obvious,the bottom ranked lower universities scored lower and the difference was few;in terms of the discipline layout,all-round development of multiple disciplines and intensive cultivation in single disciplines both can lead to the universities rank forefront;In terms of the realization of university functions,the performance of China's universities for publishing scientific research papers is stronger than the performance of talent cultivation and social contribution.Finally,it explored the dynamic selection of the universities for "World-Class University" construction based on the horizon analysis method.Based on the horizon evaluation method,considering the impact of discipline layout and regional layout,a three-stage selection scheme for dynamic selection of the universities for"World-Class University" construction is carried out.The purpose of the first-stage is to select the stronger universities in particular subject area,reflecting the strategic considerations of the "Double First-Class" construction in the discipline layout.The purpose of the second-stage is to select the stronger universities in some backward region,reflecting the strategic considerations of the "Double First-Class"construction in the regional layout.The purpose of the third-stage is to select the stronger universities on a nation-wide scale,ensuring the selected universities can be based in China,facing the world,and striking first class.
