Research On Perfecting China's Birth Insurance System Under The Background Of Universal Two-child Policy

Maternity insurance system is a social insurance system that provides maternity leave,medical service and maternity allowance for women whose labor is temporarily interrupted due to pregnancy and childbirth on the basis of national legislation.It is closely related to the national fertility policy in each period.At the beginning of 2016,the state promulgated the universal two-child policy,but its implementation effect is not ideal,mainly affected by the fertility will,the pressure of raising,female employment,birth insurance system and so on.Among them,the current birth insurance system has exposed many problems in the operation of the system for many years,which is far from meeting the needs of the implementation of the current universal two-child policy.The incompatibility of China's birth insurance system and birth policy makes it difficult to implement the universal two-child policy.The current birth insurance system does not play a substantial role in promoting and guaranteeing the implementation of the universal two-child policy.Birth insurance system reform is an effective means to solve this contradiction,but also the requirements of The Times.From the perspective of social security research,this paper discusses how to promote and ensure the effective implementation of the national comprehensive two-child population policy by improving the current birth insurance system under the background of the universal two-child policy.Based on the literature analysis,normative analysis and empirical analysis method of combing the comprehensive two child policy background,such as economy,society,demonstrates the total two child policy since the actual effect is not ideal,and analyzes its reason,will focus on the birth insurance,emphatically analyzed the birth insurance system with two child policy does not adapt,comprehensive and detailed discussion on the current birth insurance system reform,the necessity of and puts forward comprehensive maternity insurance system reform under the two child policy Suggestions.Through the research,it is found that the implementation effect of the universal two-child policy is not ideal at present.The root causes are various,involving economic pressure,employment pressure,birth insurance system and so on.The birth insurance system is supposed to be one of the effective policies to alleviate the pressure of the cost of having a second child,but due to its system and its defects under the background of the one-child policy,it cannot adapt to the new two-child policy environment,so its system guarantee for the effective operation of the two-child policy has not fully and effectively played its role.So this paper argues that to further enlarge the coverage of birth insurance,not just confined to the female worker of urban employment,but expanded to all women,but also improve the birth allowance standard,the extension of maternity leave and parental leave,ensuring that female fertility of the original jobs,etc.,which can promote and guarantee for comprehensive two child policy be effective.
