Research On The Reform And Improvement Of China’s Birth Insurance System Under The Background Of “the Universal Two-child”

In order to optimize the population structure and promote better and faster economic and social development,the state decided to abolish the one-child birth policy and implement the universal two-child policy,but the policy continued to be cold in practice.After analyzing the main reasons,it is found that after the implementation of the universal two-child policy,although the family in China has greater autonomy in parenting,at the same time,it also faces the high cost of childbearing and the discrimination of female employment.The current birth insurance system in China can only maintain the most basic life guarantee of the insured family during the production period,and cannot effectively reduce the burden of the two-child family.Therefore,China needs to reform and improve the relevant birth insurance system,so as to promote the implementation of the universal two-child policy,reduce birth pressure of the family,protect women’s birth and labor rights,and maintain the sustained economic health and social harmony and stability.This paper uses Suzhou as the surveyed city,and takes the methods of questionnaire,interview,literature analysis and comparative research,then summarizes the relevant research and literature at home and abroad,and systematically analyses the relevant concepts and theoretical knowledge,and investigates the current situation of the implementation of Suzhou’s birth insurance system through questionnaire,interview and other methods.We find that the coverage of maternity insurance is narrow,the treatment standard is low,the fund raising channel is single,the legal basis is fuzzy,and the planning and issuance standard is fuzzy.At last,the paper analyses the reasons from the three dimensions of government,employer and citizen.Then,the paper uses the experience of foreign birth insurance system for reference and puts forward a series of suggestions on the improvement of China’s birth insurance system,based on the analysis of the current situation,existing problems and causes of the implementation of the birth insurance system in China under the background of the universal two-child policy,including expanding the scope of protection,improving the treatment of birth insurance,reducing the burden of enterprises,strengthening the supervision of funds,introducing relevant rules to promote the implementation of birth insurance system and integrating the two insurances and strengthening the publicity of the birth insurance system,so as to protect women’s rights and interests in childbearing and labor under the background of the universal two-child policy,and further improve the current birth insurance system in China.
