Over the past 40 years of reform and opening up,with the influx of rural labor into the city,a special group of left-behind children in rural areas has been derived.According to a survey conducted by the Ministry of Civil Affairs,as of the end of August 2018,there were 69.7 million left-behind children in rural areas in China.At present,the research on rural left-behind children's groups mainly focuses on the aspects of education security,material living conditions,psychological intervention,etc.,and pays less attention to the cultural spirit of left-behind children.At this stage,China's material civilization construction has made great progress,the status of spiritual civilization construction has become more prominent.Government attention to public culture has increased,especially since the Sixth Plenary Session of the Seventeenth Central Committee,it has clearly stated that "constructing a public cultural service system and vigorously developing public cultural undertakings,safeguarding people's basic cultural interests and accelerating the development of cultural industries".As a special social group,rural left-behind children are also an important force in the future socialist construction.Their basic cultural rights and interests should be respected and guaranteed as an important part of the public cultural service system.From the perspective of regional distribution,the left-behind children in China are mainly concentrated in Sichuan,Anhui,Hunan,Chongqing and other places.This paper takes Chongqing as an example to study the status quo of the protection of the basic cultural rights of left-behind children in rural areas,and proposes a mechanism to protect the basic cultural rights and interests of left-behind children.The representativeness can provide reference for the construction of the basic cultural rights protection mechanism for rural left-behind children in China.This paper mainly uses the research methods of literature data method,questionnaire survey method and interview method.Firstly,based on the past research results,the two concepts of ruralleft-behind children and basic cultural rights are defined.Second,take Dianjiang County,Chongqing as an example,this paper selects 280 left-behind children in Dianjiang of Chongqing Province to investigate and analyze the status quo of cultural interests protection.It finds that the protection of left-behind children's cultural interests has achieved certain results in improving cultural infrastructure and enriching cultural activities.However,there are still some problems,such as limited capacity of public cultural service personnel,difficulty in guaranteeing cultural expenditures,and lack of supervision and guidance by public opinion.Finally,Based on the investigation and analysis,the author analyzes the causes of the problems from the four main public service providers of government,society,schools and families,and puts forward four countermeasures and suggestions on innovating the basic public cultural service mechanism,demand expression mechanism,legal guarantee mechanism and performance evaluation mechanism.
