With the deepening of China's reform and opening up,farmers work for a special labor group,continues to expand the scale with economic growth,bringing the city to the transfer of rural labor force is abundant labor resources in rural areas,and it is one of the family left behind.Because of the difference between urban and rural areas of our country city education,housing,medical care,social security and other benefits,the children of migrant workers groups is very difficult in most city of our country city children enjoy the same right to education,so most of the children of migrant workers are accustomed to children stay in rural areas,to the elders or other relatives to take care of,so,in rural areas single parents left behind left behind,and even cross generational left-behind children very much see.Although the quality of rural education and teaching resources are constantly improve and upgrade,but because both parents or one of their children's education's lack of responsibility,and the formation of the traditional rural society under the concept of leftbehind children in the "discrimination",children in rural areas in rural areas may not enjoy the full right to education,in different scholars study the literature and the research survey,left-behind children drop out of school,school students psychological discrimination,there are some obstacles and so on,is the right to education is not guaranteed performance.For these issues,this study chooses Laizhou city Shahe town center primary school as an empirical analysis of the sample source,using interviews,on the part of students were interviewed to explore the rural left-behind children the right to education of government security system is not perfect.This study first from a macro perspective on the status and content of rural left-behind children the right to education of government guarantee system,that legislation,administrative guarantee,education security is the government's main security measures,including legislative guarantee refers to the guarantee left-behind children system of laws and regulations,administrative guarantee refers to the central or local government related policy system of left behind children the right to education for the development of security,education security refers to the local educational institutions for the protection of the right to education of left-behind children's education reform and innovation.This paper also analyzes the existing problems of government security system from the macro,such as the right to education legal system is not perfect,the household registration system,there are still insufficient,the threshold of rural education,rural education policy implementation deviation education supervision mechanism is not perfect etc.In the process of the investigation of Laizhou city Shahe Town Central Primary School,the study found that local left-behind children in education right protection,there exist the following problems:(1)pay attention to teaching;(2)during the period of discrimination;(3)the lack of communication between family and school;(4)to become "the victim protection proportion";(5)in poor living conditions;(6)psychological problems to the lack of effective guidance;(7)leftbehind children drop out phenomenon still exists.Aiming at the 7 outstanding problems found in the interview,this study provides some countermeasures and suggestions to improve the government guarantee system from the following aspects:(1)perfecting legislation and enforcement system,strengthen the protection of the right of legislative left-behind children education,strengthen the left-behind children right infringement case education law enforcement;(2)improve the left-behind children the right to education the policy system,accelerate the reform of household registration system,improve the financial investment mechanism;(3)improve the left-behind children right to education education guarantee system,establish and improve the long-term working mechanism behind the protection of children's education,strengthening the cooperation between government departments and supervision,the establishment of left behind children's education management leadership responsibility system;(4)improve the left-behind children by the right to Education Collaborative guarantee system,perfect the evaluation system of government left-behind children to school education and teaching,improve the association between the government and the left-behind children off Love system,improve the government to school,family and community education support system for children left behind.
