In recent years, it is becoming a serious social problem that the left-behind children's right to education in rural areas can not be guaranteed. The parental custody being absence, the Government not paying enough attention to the left-behind children's right to education in rural areas, the rural schools being unable to change the functions of education and the social care for left-behind children in rural areas being weak and so on, all of them have make the left-behind children's educational status of cause for concern, left-behind children's upbringing and education are not only related to their ability to healthy growth but also related to the development of rural education and the establishment of a harmonious society goals. The central and local governments have realized the severity of left-behind children's education, gradually issued a number of programmatic protected files, and in some areas initiated a pilot project, so left-behind children's education in china has achieved some results. But because of the existence of the urban-rural dual structure, the phenomenon of left-behind children will be staying a long time. At present, accelerating the implementation of the education law and regulations about left-behind children, improving the government's working mechanism on the left-behind children's education; legislating to protect the Government's expenditure and management on basic education in rural areas; adjusting the school's functions of education, changing the teacher's education philosophy; strengthening parents'legal responsibility to educate their children, improving the guardianship of left-behind children in rural areas; strengthening media advocacy, mobilizing the whole society to participate in children's educational activities and so on; all of which are good to built the safeguards of left-behind children's the right to education in rural areas that are in line with china's national conditions. This paper is divided into five chapters:Chapter 1:Introduction. This Chapter includes the background of the topics, the significance of the topics, the research state synthesis at home and abroad, the research content, the research methods, the study characteristics, and the new ideas about the research. Academics made a lot of analysis on the left-behind children's survival status and the causes of damaging the interests, and also raised a number of safeguard measures, but it is lack of a systematic system of construction. Based on the cause of forming the vulnerable groups of left-behind children, this essay starts to research from building a protection mechanism on government, schools, families and social aspects.Chapter 2:Rural left-behind children's education status quo. Firstly, this passage sums up the number of left-behind children, the distribution and the current situation of education. Secondly, this paper collates and analyzes the Safeguards of the left-behind children'rights to education that the central and local governments have implemented, and sums up their success stories. Finally, this paper sorts out the difficulties that currently are still existence in the work of children'education, and gathers the basic information for the accurate positioning to construct the mechanism for protecting the right to education of left-behind children.Chapter 3:This paper analyzes the main reason on the damage of rural left-behind children' rights to education in this chapter. This essay generalizes four reasons, which are that the government has a lack of a sound working mechanism for the education of children on the base of the analysis of empirical data; the schools can't carry out special education for left-behind children; guardian can not provide family education; rural communities are not suitable for left-behind children growing. Finally it determines a direction for building protection mechanism for left-behind children' rights to education.Chapter 4:The protection measures for children'rights to education abroad are inspirations to our country. Foreign countries attaches great importance to basic education for children, and implemented many measures to protect children's education. Introducing the national characteristics of the children's education mode in Australia, Korea and India, and advancing educational concepts of reference, that help us to complete the protection mechanisms of the right to education on left-behind children.Chapter 5:some Suggestions that protecting left-behind children' rights to education in rural areas to achieve. Summing up the analysis of the four chapters before, this paper Proposes to build the protection mechanism of left-behind children'rights to education in our country from four aspects, which are that the governments should strengthen co-ordination of left-behind children' education, step up legislation to clear the duties of the subject of education and implement the laws and regulations related to education; the schools should carry out educational work of left-behind children, promote and improve the management of boarding schools and set up parents training; the family should guide the guardian of the left-behind children to change their concepts of education, urge parents to fulfill educational responsibilities and improve commission monitoring system; the society should build the community management system of education for left-behind children and create an atmosphere that the whole society all participate the education of left-behind children.
