It is an effective way to realize the quality and fairness of basic education to improve low-performing schools and narrow the academic gap of students.Since January 2009,when China officially implemented the teacher performance salary system in compulsory education,the state has attached great importance to the incentive effect of differentiated salary on teachers.The problem with a single-payer system,economists say,is that if all teachers in a region are paid the same,regardless of differences in welfare facilities or the difficulty of teaching,they naturally tend to work in less stressful,less demanding jobs with better working conditions.If there is no differentiated salary system,the teacher resources of schools with high poverty rate and low performance will be far behind those of ordinary schools.In the support plan for rural teachers(2015-2020)released in 2015,it was clearly proposed to take improving the guarantee and incentive for rural teachers as one of the goals.In the process of the construction of the teachers in the weak schools in our country,it often happens that those who teach well can not be retained and those who can not do well.The frequent turnover of teachers and the continuous loss of qualified teachers make the improvement of weak schools unsustainable.Starting from the actual situation of the improvement of weak schools in China,this study takes the "teacher incentive fund"project as the research object,and strives to provide inspiration and reference for the construction of weak schools in China.This paper consists of six parts:The introduction explains the origin of this study,defines relevant concepts,analyzes the current situation of relevant research at home and abroad,and expounds the design of this study The purpose of this study is to provide inspiration for improving the construction of teachers in weak schools in China.The research content includes the background of the teacher incentive fund project,the design concept,the general situation,the characteristics and the enlightenment.The research methods include literature method,case method and comparative method.The research steps are to sort out its formation background,elaborate it's design and implementation process,analyze it's characteristics and its referential value,and finally propose relevant strategies to improve the construction of teachers in weak schools in China.Text consists of five parts:the first part combed the American teachers incentive fund,introduced the background of the project,mainly from the international situation to the domestic exploration project according to the reality conditions of formation of the background in the face of increasingly fierce international competition,the United States have to according to its structural weak school teachers lack this problem take corresponding measures,thus promote the development of the teachers' incentive fund project.The second part is a static description of the design of teacher incentive fund project from the aspects of the theoretical basis of the project implementation goal guiding principles and core elements.The implementation goal is to improve students'performance by establishing a sustainable performance salary system in weak schools and improving the work efficiency of teachers and principals.The guiding principles of the program are proposed by the joint committee to ensure fair and equitable implementation of the teacher incentive fund program.There are five core elements.The third part systematically and comprehensively explains the main content of teacher incentive fund project,constructs a strict logical model,and describes the causal relationship between the four parts of project input,project activity and project output.The action frame of each core component is designed,including the action frame based on teacher performance salary,the action frame based on school leadership and the action frame based on human capital management.TAP model and VAL-ED model were used in the educator evaluation system.The fourth part takes Mississippi as an example to further explore the implementation of the teacher incentive fund project from the implementation strategy and guarantee mechanism adopted in the pilot area of Mississippi as the entry point to clarify the effectiveness and mplementation difficulties of the project in the pilot area.The fifth part analyzes the characteristics of the teacher incentive fund project and proposes that the deepening of performance reform in China should be carried out from four aspects,including clarifying educational objectives,improving the participation of teachers and managers,and ensuring the fairness of the salary system and providing sufficient performance bonuses.To improve school management system by reforming principal leadership and improving teacher leadership;To establish the feedback mechanism of evaluation results for teachers and insist on multi-subject evaluation for the evaluation of principals;Finally,attention should be paid to the establishment of teacher learning community in weak schools in China.
