Education is the fundamental way to block intergenerational transmission of poverty.Rural education poverty alleviation is a key means to help China's rural poverty-stricken areas to fundamentally get rid of poverty.Since the reform and opening up,China has basically solved the problem of food and clothing for the people in the whole country in 2000 through the strategies of poverty alleviation through the system,large-scale development-oriented poverty alleviation,and poverty alleviation and poverty alleviation in the whole country.However,so far,many residents in rural areas still have poverty,and their low quality and poor ability are both the cause of poverty and the result of poverty.In the new era,in order to achieve the goal of building a well-off society in an all-round way,it is necessary to solve the poverty problem in rural poverty-stricken areas.Rural education poverty alleviation is an effective and accurate means of poverty alleviation to block the intergenerational transmission of poverty,and it is to promote poverty-stricken areas and poor people in rural areas.Important initiatives for development.Since the reform and opening up,the Communist Party of China has formulated a number of relevant policy systems for promoting poverty alleviation in rural education,and carried out a series of practical explorations.This paper takes China's relevant rural education poverty alleviation policy as the research subject,and the rural education poverty alleviation policy and major projects since the reform and opening up.It has been sorted out in order to explore the value orientation behind the policy texts and provide theoretical and practical guidance for rural education poverty alleviation work in the new era.First of all,it defines the concept of poverty alleviation in rural education and discusses the theoretical basis for poverty alleviation in rural education.It is pointed out that poverty alleviation in rural education is driven by the government and promoted by the market,social organizations and the masses to help the development of education in poverty-stricken areas as an endogenous driving force,and in turn to promote the economy by changing the ideological concepts,survival skills and lifestyles of rural poor groups.Social progress,a form of poverty alleviation that achieves coordinated development of population reproduction and material reproduction,and complements each other.Secondly,it sorts out the concrete practical process of the CPC's promotion of poverty alleviation in rural education since the reform and opening up.Taking the major events and related policies as the basic components,the process of promoting the poverty alleviation of rural education by the Communist Party of China since the reform and opening up has been divided into two major stages to discuss and evaluate the policy practice and poverty alleviation effect of poverty alleviation in rural education at each stage.The first major stage is from 1978 to 2011.At this stage,the development of poverty alleviation work in rural education has been carried out from key breakthroughs to comprehensive advancement.The second major stage is from2012 to the present.At this stage,the rural education poverty alleviation work has been transformed from the expansion of the weight of the work to the improvement of the quality of education and poverty alleviation into the poverty alleviation stage of rural education from comprehensive development to precise poverty alleviation.On the basis of this division,in order to more meticulously and clearly refine the characteristics of the changes in rural education poverty alleviation at each stage,this paper divides the first stage into three small stages,namely,increasing investment in education from 1978 to 1984.To reduce the illiterate population by universality;to develop the basic and skill education stage through the regulation of educational resources from 1985 to 1999;to promote the poverty alleviation of rural education in2000-2011.Thirdly,it summarizes the experience of the Communist Party of China in promoting poverty alleviation in rural education since the reform and opening up.Specifically,the leadership of the party is an advantage;the development of innovation is an outstanding character;the construction of an institutional system is a guarantee;the exertion of social power is the key;the timely summarization of experience is the method;precision poverty alleviation is an important feature.Finally,it clarifies the theoretical and practical significance of the Communist Party of China in promoting poverty alleviation in rural education.First,in theory,it has inherited and developed the Marxist theory of anti-poverty,enriched the theoretical achievements of Marxism in China,deepened the understanding of the law of socialist poverty alleviation and the ruling law of the Communist Party of China,and provided new ideas for the world's poverty reduction work.Injecting new vitality;Secondly,in practice,it will provide reference for scientific promotion of poverty alleviation in rural education,provide decision-making reference for the government and relevant decision-making departments,and provide reference for leading cadres at all levels to better carry out rural education poverty alleviation work.
