The salvage capacity of a country shows the comprehensive national strength of a country.In recent years,with the increasing strength of our country,the importance of China's maritime rescue capacity has become increasingly prominent.BH Rescue Bureau came into being in this environment and got great development.In order to promote the development and growth of China's maritime rescue cause,it has established a "capable personnel,well-equipped,deep skilled," in order to promote the development and expansion of the cause of maritime rescue in China.The specialized maritime search and rescue force,which can play a key role at the critical time,is in urgent need of solving the problem of specialized construction of the talents of the maritime rescue team.With the development of the rescue cause,it has entered a new stage of seeking quality.There is a need for new ideas and new standards.As the backbone of the rescue cause,the human resource problem of the rescue crew is becoming more and more prominent,which has become an important factor restricting the development of the rescue cause.(1)Based on the human resources data of BH Salvage Bureau from 2012 to 2016,this paper mainly analyses the human resources problems of BH Salvage Bureau and the design of talent evaluation system.(2)Firstly,this paper briefly introduces the concept,latitude and function of human resources.Secondly,it briefly introduces the human resources evaluation from three aspects:competency model,person-job matching theory and AHP evaluation method.(3)According to the basic situation of the crew of the BH rescue bureau,this paper introduces the present situation of the personnel evaluation of the BH rescue bureau in detail,and analyzes the main problems existing in the current evaluation of the personnel of the crew:lack of a sound personnel evaluation system;the evaluation index does not match the content of rescue work;the technology of talent evaluation is backward;the application of talent.evaluation results is poor.This paper points out the reasons for the problems existing in talent evaluation at present:the leaders' understanding of the importance of talent evaluation is not comprehensive enough;the lack of professional evaluation personnel;the lack of"ability-oriented" culture in talent evaluation.(4)In view of the problems existing in the current evaluation of crew members,this paper designs an effective evaluation system of crew talents,formulates specific evaluation indexes and weights,provides personnel selection and employment,training and development of special-duty personnel,and so on.Human resource management,such as employee performance and salary management,provides an objective standard.On this basis,from four aspects:organization guarantee,system guarantee,enterprise culture guarantee and information guarantee,the accuracy,objectivity and validity of personnel evaluation are guaranteed,and the efficiency of human resource management of BH rescue bureau is improved.In the past,scholars only simply analyzed the loss and lack of crew members in the Bureau of Rescue,or the strategies that should be adopted in the long-term development of crew supply and demand,as well as the obstacls and barriers encountered in the current evaluation of crew members.At present,facing the new national situation of the construction of the Maritime Silk Road,the development of maritime rescue has entered a period of high-quality,professional development,and corresponding new strategies and methods should also be adopted for the evaluation of crew members of China's Salvation Bureau.Combined with the actual operation of the crew of BH rescue bureau at present,this paper makes a systematic study on the human resources evaluation of the crew,which has a very good effect on the rescue enterprises of the same type.Strong reference value,and to the development of China's salvage industry has a certain significance.
