In today’s world of modern science and technology have become the mainsymbol of advanced productive forces, and eventually decided to develop theeconomy and society. Economic competition is the essence of modern science andtechnology talent competition. As China’s economic growth in the third engine isfacing the Bohai Sea economic zone economic restructuring, economic growth wouldlike to innovation-driven change, this transformation can not do without the supportof science and technology talent.This article first carding the research status of science and technology talentcompetitiveness, lists some domestic and foreign scholars point of view, and to have awhole grasp the concept; Then according to the concept of science and technologytalent competition lead science and technology talent competitiveness index system,this article will overall resource competitiveness science and technology talentcompetitiveness is divided into scientific and technological personnel, scientific andtechnological personnel performance, competitiveness and environmentalcompetitiveness of technology and talents, then use the established evaluation indexsystem of the Bohai sea economic zone five province second city talent competitionsituation, according to the problems of the science and technology talentcompetitiveness puts forward some reasonable suggestions.This article will be divided into competitive IT personnel resources overallcompetitiveness of science and technology talent, technology professionals and ITpersonnel performance competitive environment competitiveness of three modules, tostudy the human condition in the Bohai Economic Competitiveness five provincesand two cities in the region. Using principal component analysis for technologyprofessionals competitiveness of various provinces and municipalities in2012conducted a comprehensive analysis and comparison of IT personnel majorcompetitive situation in five provinces in the Bohai Economic Zone II city. The results obtained by comparative analysis Bohai economic zone provinces gap exists,clearly the strengths and weaknesses of each provinces on each module.There are the following four aspects of IT personnel Bohai economic zonecompetitiveness problems: First, IT personnel management system is not perfect.Good institutional arrangements can promote positive economic and socialdevelopment; Second, the education system to adapt to market requirements. Bohaieconomic zone uneven number of universities, colleges of education managementmechanisms lag; Third, the research behind the basic conditions; Third, funding R&D activities too little. A regional support for R&D activities mainly reflected in thefunding of research and development activities; fourth issue of environmentalprotection. Bohai economic zone infrastructure needs improvement in someprovinces, Beijing, Tianjin, Shandong, Liaoning, transportation, medical and otherfacilities were perfect, and infrastructure development in Hebei, Inner Mongolia, isnot sufficient. System proposed by the Bohai Economic Zone inadequateconstruction technology professionals, for the next high-level scientific and technicalpersonnel proposed building foundation.Finally, to improve the Bohai Economic Zone talents competitive responses:First, deepen science and technology system. Bohai economic zone can be establishedindustrial personnel training mechanism to enhance the competitiveness of ITpersonnel; Second, improve the scientific and technological personnel managementmechanism. A talent management system to improve the technological and scientifictalent initiative. This requires reform of scientific and technological personnel aroundthe Bohai Sea economic zone management system to absorb foreign technologyprofessionals to enhance the competitiveness of talent; Third, increase scientific andtechnological input. Bohai Economic Zone municipalities should create a goodworking environment, intensify training of IT personnel; Fourth optimizationtechnology professionals working environment. To promote the upgrading of the Bohai Economic Zone technology professionals competitiveness through thedevelopment of science and technology culture, optimizing policy environment.
