A Study On Factors Affecting The Construction Of Institutional Research Data Repository Consortium Among Universities

With the development of big data,data-intensive scientific research is gradually becoming a trend,and the value of scientific research data is getting more and more attention.As main producer of scientific research data,universities produce a mass of research data every year,and how to manage these decentralized and diversified university scientific research data is becoming a huge challenge.It has been proven as an effective way to manage the scientific research data of universities by using Institutional Research Data Repository(IRDR).Meanwhile with the development of the concept of open access to scientific research data,the construction of IRDR Consortium was practiced in some foreign countries.While in China,relevant practice is still in the exploratory stage,a lot of problems remain to be solved.In this paper,the influencing factors of the construction of the Institutional Research Data Repository Consortium among universities in China are taken as the research object.By taking a SWOT-AHP analysis,we identified the influencing factors as well as the relative importance of different factors.Then strategies for constructing the Consortium were raised.The first chapter is the introduction part,which introduces the background and the significance of the study,as well as the research methods.Previous research work was summarized,and shortcomings of the existing research were put forward.In chapter 2,the analysis methods and analysis models used in this paper were introduced in detail.Firstly,the SWOT analysis model and AHP are introduced,including the basic contents of the two methods,the related application as well as the advantages and disadvantages of the two methods.By comparing the two methods,this paper combined SWOT with AHP to design the the analysis process of this study.In chapter3,the influencing factors of the construction of the IRDR Consortium among universities in China were concluded based on the SWOT-AHP analysis.Firstly,the SWOT analysis model is used to analyze and summarize the factors that affect the construction of IRDR Consortium among universities in China,the influencing factors were divided into strength(S),weakness(W),opportunities(O)and threats(T).Then,the SWOT model is transformed into a hierarchical model.A questionnaire was designed based on the SWOT-AHP model,and a group of experts were invited to evaluate the relative importance of different influencing factors.Then the relative weights of each influencing factors were calculated by a software called yaahp.In chapter4,the influencing factors were ranked according to the weights calculated earlier,and strategies including WO strategy,WT strategy,SO strategy and ST strategy,were raised using SWOT analysis method.Chapter 5 is a summary of this study,findings of this study,as well as the limitations were concluded,direction of future research was prospected.
