Risk Study On Institutional Research Data Repository Alliance Of Universities In The Phase Of Operation

In the era of big data,scientific research has developed into data-intensive paradigm,and the preservation,management and sharing of scientific data are highly regarded by the scientific and technological circles.At present,the small scientific research data in colleges and universities lack good preservation and sharing mechanism,and need to construct the specialized scientific research repository to preserve,share and utilize them effectively.However,due to the limited ability and sharing scope of single universities,the universities need to establish research data repository alliance,and use the union form to preserve,manage and share research data collectively.The formation of the alliance is beneficial to the members of the universities,but they also face the risk of individual organizations besides the risk of coalition.Therefore,they need to analyze and prevent the risk factors in order to reduce or avoid the loss of alliance risks by the greatest possible and protect the stability of the alliance.From the view of risk management,this paper analyzes the risks that may be faced by institutional research data repository alliance of universities in the operational phase.The paper also uses the method of flow chart and expert investigation to identify and analyze the risk of the alliance,and apply the risk matrix to assess alliance risks.On this basis,the author puts forward the corresponding risk prevention countermeasures.The paper is divided into seven chapters.The main contents are as follows:The first chapter is introduction.This part summarizes background and significance of the research,and combs the present research situation of domestic and overseas.On this basis,the author summarizes the research contents as well as the methods used in the research process,and introduces the new ideas and difficulties of the paper.The second chapter is the definition of the relevant concepts and theoretical basis.This part defines the definition of institutional research data repository alliance of universities,and use game theory,synergy theory and contradictory management theory to theoretically analyze the risk of institutional research data repository alliance of universities.The third chapter is the construction of the risk management process framework of institutional research data repository alliance of universities.On the basis of discussing the characteristics of institutional research data repository alliance of universities,the author constructs its risk management process framework in the reference of general risk management process framework.The fourth chapter uses the method of flow chart and expert investigation to analyze the operational risk of institutional research data repository alliance of universities,and divides the potential risks into six categories.Through the expert questionnaire,the author analyzes its risk incentive and the consequences,as well as establish the risk assessment indicators.In addition,the author uses the risk matrix to assess risks of the alliance.In the fifth chapter,the author chooses 4TU.ResearchData of Netherlands as the study case and analyzes the risk of data acquisition,data organization,data storage,data service and management with cooperation according to the risk assessment index.Besides,the author also uses risk matrix to assess the overall risk of 4TU.ResearchData.In the sixth chapter,the paper puts forward the countermeasures of risk prevention from the aspects of data collection,data organization,data storage,data service and management with cooperation,and constructs the risk prevention system of institutional research data repository alliance of universities.The conclusion summarizes the full text,summarizes the contents of the paper and puts forward the shortcomings of the article and the future development direction of the research.
