Comparative Study Between Social Workers And Traditional Community Workers

The issue of community building becomes popular, because community is playing a increasingly important role as the China's economic-social system transferred. The use of human resources is very important due to its key role. Though the theoretical effects of social workers as professionals were dis-cussed frequently, it hasn't been examined in real.Based on the field survey data, the article compared traditional community workers with social workers in guiding ideology,institutional management style,personnel quality,work content,effectiveness,and got the conclusion as follows.1, Guiding ideology Community workers have the values of policy-oriented, for the work principles, content and manners were set by policy. Social workers have a professional value of needs-based.2, Institutional management style In community organization ,the workers planned objectives in accordance with the policy, set six committees corresponding ad-ministrative bodies; took charge of own business and less cooperated; and built identical offices, service facilities and site in the official standard. In social work organization, the workers developed sector plan with the requirements and needs of the community, set up appropriate organizational structure, established the labor division mechanism; and de-signed service facilities and site in accordance with the needs of residents.3, Personnel quality The community workers have policy-based values and expe-rience-based service skills, and in lower education level. The social workers have people-oriented values, professional knowledge and service skills.4, Work content Community workers are busy with administrative services. Social workers are busy with social services asked by residents and policy.5, Effectiveness The effectiveness of community workers is mainly reflected in satisfaction of policy object and government. Social workers observed client's satisfaction,and administrative satis-faction for enhancing community participation and promoting community development.The article proved the superiority of social workers according to above, then made some sugges-tions about human resources development in community social work.
