The Study On The Construction And Application Of Performance Evaluation Index System Of Public Service For Disabled Persons In Guangdong Province

The development of service for the disabled is related to the realization of the goal of building a well-off society in an all-round way,which is related to the construction of the socialist harmonious society of C hina.At present,the party and the government attaches great importance to the improvement of people's livelihood,To promote the coordinated development of the cause of the disabled and the economic and social development,the government and all sectors of society have invested a lot of administrative resources,financial resources and social resources,and how to make these resources have high efficiency,has become a very important job.Domes tic and foreign practical experience has proved that performance evaluation is an effective strategic tool to identify and improve organizational performance.Therefore,scientific measurement and evaluation of the performance of the service for the disabled is an inevitable requirement to improve the service level and service ability of the disabled.On the basis of the research of the domestic and foreign related laws and regulations and related policies in Guangdong province and relevant academic achie vements,combined with the field research in some cities and counties of Guangdong province,this paper theoretically constructs a set of Guangdong disabled public service performance evaluation index system,and then through the questionnaire to analysis the membership,correlation and discrimination of the index system and test the reliability and validity of the index system.Meanwhile,according to the 6 dimensions of the disabled service performance evaluation index system,we set the index of subjective satisfaction.And then,in the light of the data of questionnaire,we determine the corresponding weight of each indicator.Based on these,we construct a complete set of Guangdong disabled service performance evaluation index system,which include social security,rehabilitation services,education services,employment services,leisure services,rights protection services 6 one level indexes and 26 two level indexes and 69 three level indexes.Finally,this index system is applied to evaluate the public service for disabled in Dong guan C ity,Guangdong province,to test and improve the index system from the practical application.
