The process of industrial transformation and upgrading is essentially a process of continuous improvement of the utilization efficiency of production factors.In the past few hundred years,the rapid economic development of developed capitalist countries in Europe and the United States has been based on the continuous upgrading and transformation of industrial structure.In the process of promoting industrial transformation and upgrading,talents play a key role,especially high-quality,compound talents with innovative capabilities.As an industrial strong county in Lishui City,Zhejiang Province,Jinyun County has opened the road of industrial transformation since the reform and opening up.In recent years,Jinyun County has responded to the national call and embarked on the road of ecological development,and gradually formed an industrial structure with the common development of ecological agriculture,ecological industry and tourism service industry,and invested a lot of efforts in talent policy.The introduction and training of talents in industrial transformation has created a better environment and achieved initial results.In this context,based on human capital theory and human resource management theory,this paper studies the support of Jinyun County's industrial transformation talent policy,first introduces the related concepts of industrial transformation and talent policy,and then summarizes the current situation of industrial transformation in Jinyun County.And from the four aspects of talent introduction standards,talent security measures,talent incentives and talent training system,the status quo of the county's industrial transformation talent policy and its achievements are summarized.After that,the author summarizes the three problems and three reasons for the county's industrial transformation talent policy.Finally,it designs the improvement plan of the talent policy,and establishes the combination of industrial development as the direction,industrial transformation demand and talents' own needs.Design ideas and make four suggestions on how to implement them.Through the research of this paper,the author draws the following conclusions: Jinyun County has long been affected by the planned economy.The formulation of talent policy and the management of talent market rely too much on administrative power,and lack of reasonable guidance on market-based means,making the county The role of the talentmarket cannot be effectively exerted,and the talents introduced are mostly served by party and government organs and institutions,while the contribution rate of talents is the lowest for enterprises that should be supported.Therefore,the Jinyun County Government should actively update the concept of talents,according to the actual needs of industrial transformation,simplify the administration of power,support and foster the development of the talent market,standardize the standards for talent introduction,and improve the assessment and evaluation mechanism of talents so that the market can play a leading role.Real participation in the introduction and training of talents.
