The purpose of teachers' exchange and rotation is to further allocate teachers' resources rationally and promote the promotion of educational equity.It is also helpful to promote the cultivation of new teachers' own abilities.In recent years,various regions have introduced corresponding exchange rotation system and specific operation mode in accordance with their own characteristics,which provides the system basis and policy environment for the development of exchange rotation.However,there are still great difficulties in the implementation of this policy.The implementation of the exchange and rotation policy in many places has not achieved the desired results,but has brought some new problems.The reasons for this phenomenon are many aspects.The unreasonable system,the non-standard operation of schools,and the backward consciousness of teachers are all the constraints faced by the implementation process of the exchange rotation policy.To improve the implementation effect of teacher exchange rotation policy,we need to explore suitable development characteristics and needs and policy models based on the actual situation of the districts and counties themselves,so as to ensure that the exchange rotation policy can achieve the goal of rational allocation of teacher resources and promoting education equity.This paper interprets the different policies of teachers' exchange rotation in the countries,provinces,cities and districts,and analyzes the feasibility of the exchange rotation policy in the teacher school district of L city C by combining the game theory model in the policy analysis.This paper analyzes on the educational situation,the teachers' strength and the present situation of the exchange rotation in the C district of L city,and sums up the teacher exchange in the regional "integrated school" consortium existing in the process of the exchange rotation of the teachers in the C district of L city.There are three main modes of "one-to-one" exchange of films and pairs of schools,and the exchange of "teaching guidance" by backbone teachers.Through the case study of teacher exchange rotation in area C and the school in the school district.The interview research of level leaders,teachers and others combs the lack of motivation for teachers to participate in the rotation of teachers,the resistance of school managers to the flow of teachers,and the poor effect of policy implementation.On this basis,this paper sums up three reasons: the imperfect policy system of communication rotation,the irregular operation process of the school,andthe lack of teachers' cognition and willingness to participate in the exchange rotation.According to the results of the study,combined with the actual situation of C district in L city,this paper puts forward to strengthen the macro planning,construct the school district management committee,construct the school district culture and perfect the communication for the scientific and reasonable implementation of the teacher exchange rotation system in the school district.The exchange platform of rotating teachers,the establishment of teachers' "equal pay for equal work" and the special subsidy system for teachers in weak schools,and the further refinement of the six countermeasures and suggestions for perfecting the supervision and punishment mechanism.This paper gives some valuable measures for the implementation of the policy of exchange rotation in area C of L city,and also has certain reference value for the improvement of the implementation effect of the policy of exchange rotation in other areas.
