In recent years,the problem of school bullying has attracted public attention by means of various network media and platforms.Since 2016,China has successively issued notices on campus bullying governance,and launched campuses nationwide.Bullying problem governance work.During the two sessions in March 2019,NPC deputies proposed governance recommendations for school bullying,and the issue of school bullying has once again received widespread public attention.Governing school bullying is the need to protect the healthy development of young people and achieve educational equity,and is also an important guarantee for achieving a high level of education quality.This paper summarizes the main roles,behavior types and occurrence characteristics of campus bullying by combing the existing research at home and abroad.In view of the problem of bullying in rural secondary schools,combined with the social background,economic development and special family environment in rural areas,the reasons for the formation of bullying and the internal mechanism of the violence cycle are analyzed.Through questionnaire surveys of 280 students from urban and rural junior high schools in two different areas of Liaocheng City and interviews with some teachers,this paper explores the four aspects of individual,family,school and society in light of the economic development and social development of rural areas.The causes of school bullying in rural areas,combined with social learning theory,label theory,"frustration-attack" hypothesis to explore the internal circulation mechanism,and finally put forward the multi-agent collaborative governance system in combination with the socenvironment in rural areas,the responsibility of each subject And the obligation to be clear,and make some suggestions on how to coordinate with each other.Since most of the current research results are based on urban middle schools,the study of school bullying in rural middle schools needs to further study the problems and countermeasures of bullying behavior in rural areas by combining the particularities of rural areas,and explore the urban-rural differences in school bullying behavior.A feasible governance proposal for bullying in rural secondary schools.It is expected to bring the practical significance to the campus bullying governance in rural areas to the greatest extent,fully guarantee campus security,achieve educational fairness,and create a safe campus.
