Industrial transformation and upgrading is the inevitable trend of economic development. The change of industrial structure will lead to the change of employment structure and employment growth. In a sense, the industrial structure determines the appropriate employment structure. The lag of employment structure transformation will hinder employment and economic growth. On the one hand, the floating population is the main force in China's labor market.Due to the limitations of education level and labor skills, the employment structure of the floating population group has changed slowly. On the other hand, the optimization and upgrading of industrial structure has increasingly become the focus of government work and an important means of national macro-control.The report on the work of the central government in 2017 and the Nineteenth National Congress of the CPC have repeatedly mentioned that we should take advancing the structural reform of supply side as the main line, support the optimization and upgrading of traditional industries, accelerate the development of modern service industries, and upgrade of industrial structure makes the tertiary industry the main body. The focus of the industry should be shifted to the tertiary industry.Under this background,it is urgent to study how to promote the employment structure transformation of floating population under the background of industrial transformation and upgrading. This paper includes six parts. In the introduction part, literature review and induction are carried out on the related research topics, and the research framework of this paper is established through the analysis of related concepts and the combing of research status at home and abroad. In the Chapter 1,the related theories of industrial structure transformation and upgrading and employment structure transformation are elaborated, focusing on the interaction theory between industrial structure and employment structure and the theory of labor force transfer.Chapter 2,from the micro point of view, describes the basic situation and employment structure of the floating population in China. This part mainly preprocesses the dynamic monitoring data of the floating population from 2009 to 2016,and analyses the basic characteristics of the floating population, employment structure(including the employment industry distribution and occupation distribution of the floating population). The third chapter describes the evolution of the relationship between industrial structure and employment structure from a macro perspective.Firstly,by analyzing the changes of industrial structure and employment structure in China since the reform and opening up,we can get the basic situation of the transformation of industrial structure and employment structure in China;Secondly, through employment elasticity analysis, correlation analysis and comparative labor productivity analysis,we can analyze the correlation between industrial structure and employment structure; Finally, through the total deviation degree of employment structure to the industrial structure. The coordination between the two is analyzed.Chapter 3,on the basis of the theoretical analysis, the macro and micro factors affecting the change of employment structure of floating population are selected. The macro factors include the per capita gross domestic product, investment in fixed assets, the total population at the end of the year, the proportion of educational expenditure to total financial expenditure and R&D.The micro factors include the sex ratio, average age and average education of floating population in the region.Nurturing years, the proportion of agricultural household registration, the proportion of cross-city mobility;secondly, the data sources used in the article and the lack of information are explained;lastly, descriptive statistics and spatial correlation test are carried out on variables;Chapter 4,as the core part of this paper, through the establishment and selection of spatial panel model, quantitative analysis of the factors affecting the employment structure transformation of floating population is obtained. The quantitative impact of industrial transformation and upgrading on the employment structure transformation of floating population;the conclusion and Enlightenment part, mainly on the basis of empirical analysis, combs the conclusions of the article, and puts forward reasonable policies and suggestions. The main conclusions of this paper are as follows: Firstly, the upgrading of industrial structure has a positive impact on the transformation of employment structure of floating population. The proportion of floating population in the tertiary industry will increase by 0.8% for every 1% increase in the tertiary industry, and the proportion of floating population in the emerging services industry will increase by 0.2%,which is higher than the overall employment elasticity of the labor force.Secondly,in areas with higher per capita GDP,it is more difficult for floating population to enter the tertiary industry, but the increase of per capita GDP has not hindered the flow of floating population into the new industry.Develop service industry. For every 1% increase in GDP per capita, the employment proportion of floating population in the tertiary industry will decrease by 0.105%.Thirdly,the greater the proportion of expenditure on education and scientific research in the total fiscal expenditure, the more difficult it will be for the floating population to enter the tertiary industry. In addition, the expenditure on scientific research funds will also hinder the flow of floating population to the emerging services industry.Fourthly, the personal characteristics of the floating population will also affect employment.Structural transformation has a significant effect.Women, higher education level and older floating population are more likely to enter the tertiary industry and emerging services.
