At present,the development of China's university education think tanks is still in its infancy,lacking experience in the construction.So the development of China's university education think tanks faces many problems and challenges.The Institute of Education(IOE)is a world-class university education think tank,which has been at the top level of the development of the university education think tank in the world.It is a single faculty College of London University College and the world's leading research center of education and social sciences.This study takes IOE education think tank as an example to study the university education think tanks in the UK,which will be of great significance to promote the construction and development of university education think tanks in China.First of all,this study briefly discusses the development process of IOE education think tank,which is divided into four main development stages: start-up period,war and reconstruction period,expansion and development period and education think tank period.This study introduces in detail the establishment of London day training college in 1902,and the difficult development after the test of war,and the great leap brought by the implementation of matrix management mode in 1994.Finally,it merges with University College London and becomes a university education think tank with world influence.Secondly,this study introduces the function of IOE education think tank.First,teacher training,through the continuous improvement of the talent training system,has been providing practical talents in the field of education for the UK and even other countries in Europe.Second,the study of higher degrees and education research,through the study of higher degrees to meet the growing degree needs of different students,through education research,to serve the social development of London.Third,providing education consultation To provide suggestions and theoretical basis for government departments to make educational decisions,and to provide educational advisory services to other educational subjects.Fourth,the social service function,it`s based on the University College of London,takes root in the city and promotes the development of education in London and the whole UK.At the same time,this study makes a detailed discussion on the operation mechanism of IOE.In terms of organizational management,the Institute of Education implements matrix management mode and pays attention to interdisciplinary research.In terms of resource guarantee,it has diversified capital sources,rich knowledge resources and talent support,providing material guarantee for the research of the Institute of Education.In terms of talent training,it pays attention to the diversity of training methods and the quality of talent training.In terms of impact on promotion,through diversified communication and promotion channels,the research results can not only be adopted by the government's education policy makers,but also be convenient for the public.In policy consultation,it integrates "direct entrustment","university transfer" and "establishment of national database" to participate in the formulation process of education policy.Finally,based on the above research,this paper puts forward some suggestions for the construction of new university education think tank with Chinese characteristics.In terms of external construction,we should strengthen the integration of resources,carry out collaborative innovation research;improve the management of funds,broaden the sources of funds;expand the promotion channels,improve the influence of think tanks;improve the guidance of public opinion,and serve the development of the region.In the aspect of internal construction,we should attach importance to talents and build a talent training system;improve performance appraisal and research achievement evaluation;improve management mode and implement matrix management;change research paradigm and improve participation in educational decision-making.
