| Nowadays,the world has entered the era of knowledge economy,and the competition with high technology as the core has become the key to the development of each country.However,talent is the key to this competition.China's competition for international talents started late,and the proportion of international population is the lowest in the world.The 19th CPC national congress raised the importance of human resources to a strategic level.With the "One Belt And One Road" initiative put forward,China is attaching more and more importance to the reception of foreign students for potential talents.Although the quantity and quality of foreign students in China have made great achievements,there are still many problems in the formulation and implementation of policies.In the 21st century,in order to improve national competitiveness,South Korea propagandized its economy and culture,and made it a national development strategy to attract high-quality talents to study in South Korea.In addition,policies for foreign students have been successively introduced.The implementation of these policies not only guarantees the enrollment of foreign students in terms of quantity,but also guarantees the management of foreign students in terms of quality.Therefore,the study of Korea's overseas talent policy and student admission policy can provide some substantial reference and inspiration for China.This paper uses literature research,case analysis and comparative analysis,according to the theory of talent attract talent view,the internationalization of higher education,that is,public policy theory model as the theoretical basis,by appealing to the public policy analysis model of the process model of South Korea's students receiving policy formulation,implementation and evaluation process.Among them,the author uses the theory of higher education internationalization motivation to analyze the motivation of policy making,and the theory of talent attraction to summarize the results of Korean student acceptance policy,and analyzes the problems faced by the policy and its future development direction.This paper summarizes the enlightenment of the experience of South Korea's foreign student reception policy to China.This paper is divided into six parts.The first part is a general introduction to the background,significance,research status,research methods and core concepts of the topic selection.The second part expounds the theoretical basis of the study on the admission policy of Korean students,mainly including the theoretical model of public policy,the theories related to talent attraction,the theory of the motivation of higher education internationalization and xi jinping's view on talent.The third part analyzes the motivation of south Korean student acceptance policy from the social,cultural,political,economic and academic perspectives,and summarizes the policy change into three stages,and analyzes the development background of each stage.The fourth part analyzes the implementation measures of international student recruitment policy from the perspectives of government,universities(hanyang university)and society(busan city).The government mainly carries out from the following four aspects:recruitment publicity,admission channels,support policies and graduation tracking.The implementation measures of colleges and universities are mainly carried out from the aspects of overseas cooperation in enrollment publicity and various support systems including study,life and employment.The implementation measures of the society are from the establishment of special agencies,the provision of various life support,the promotion of exchanges between students and the community and employment assistance.The fifth part will analyze the current situation of Korean international student reception,and summarize the achievements and problems of Korean international student reception policy,including the substantial increase in the number of foreign students,the establishment of international student enrollment and management quality system and information enrollment system,and the implementation of comprehensive support policies.The problems include that the source country of international students is too single,the major of studying humanities and social sciences is too narrow,the entrance threshold is too low,the academic management of international students is not strict,the employment guidance for international students is not specific enough,and the direction of future policy improvement is proposed.The sixth part will first summarize the development of China's foreign student reception policy,analyze the problems of China's foreign student reception policy under the background of "One Belt And One Road",and draw on the experience of South Korea to propose the enlightenment to China:strengthen the top-level design,docking "One Belt And One Road" national initiative;To improve the recruitment and selection system for foreign students;Improve the talent training system for foreign students;We will improve the supporting system for international students in China. |
