Public Sports Service Supply"jiangsu Mode"

The background of this research is Jiangsu province have built the first public sports service system demonstration zone,named "Jiangsu Model",which with clear functions,urban-rural integration,and have benefit to the whole resident in China.The purposes of the study are solving the practical contradiction of inadequate and unbalanced supply of public sports services,promoting structural reform of the public sports services' supply side,and improving the construction of public sports service systems.To reveal the connotation of the "Jiangsu Model" and the problem about the transformation and upgrading of Jiangsu province's public sports services in the new period can not only promotes the scientific development of the construction of Jiangsu province's public sports service system,but also plays a typical role as the demonstration zone.What's more is that it can provide experience and developed methods for the construction of public sports service system in China.It has great academic value and research significance to enrich the theoretical research of public sports services and promote the construction of public sports service system.The research draws lesson from the social original organization theory,element theory,non-basic public service marketization theory,and uses research methods such as literature research,field research,induction and deduction.In the course of the research,the author conducted on-the-spot investigations on the characteristics of public sports service practices in cities,districts and counties such as Changzhou,Yangzhou,Suqian,Huai'an,Tongzhou,Kunshan.And have collected and compiled the documents of Jiangsu public sports service system construction series,funding and other related materials.Combining the development concept of "strive to build a strong economy,rich resident,beautiful environment and high degree of social civilization",this study sums up the connotation of "Jiangsu Model" of public sports service supply and reveals the value concept,institutional design and technology selection in the practice of public sports service in Jiangsu province.The study also explains the ways which "Jiangsu Model" can upgrade by in the new period.The research conclusions:(1)The "Jiangsu Model" of the supply of public sports services is a historically significant practice of the supply-side structural reform of public sports services in the process of building affluent society in all respects.It is not only the embodiment of the external form of the construction of demonstration zones under the leadership of the government and the participation of social forces.Its essence is the value concept of public sports service,the corresponding institutional design,the reasonable allocation of resources and technology selection and allocation mechanism.It is an important measure to implement the national strategy of fitness and promote the construction of a strong sports province and "healthy Jiangsu" in the new period.(2)The three core elements,which include value concept,institutional design and technology selection,constitute the connotation of "Jiangsu Model",which is highly compatible with the construction of "strong,rich,beautiful and high" new Jiangsu concept.The value concept answers the direction and guiding problems of public sports service supply in Jiangsu province.The institutional design is the reasonable core of the transformation and upgrading of public sports service supply in Jiangsu province,which is related to the operation of public sports service supply.The technology selection is the practice of the public sports service in Jiangsu province.It's also a reflection of the innovation of public sports service supply in Jiangsu province.(3)The road to upgrade the supply of public sports services in Jiangsu needs to adapt to the transformation of government functions,reflect the innovation of development mode.The more important point is further explored in organizational mode,growth mode and symbiosis mode.The organizational model is the key to solving the problem of supply subject relationship.The growth model analyzes the issue of supply content upgrade,and the market model explores the future market trend of public sports services.
