Study On The Construction And Improvement Of Public Sports Service System Injiangsu Province

Jiangsu province is biggish economy, cultural,but also the sport power overview of China. Jiangsu public sports service system ranks among the best in China, the sport into the country’s public service system demonstration area will establish at the end of 2015.In this paper, literature, expert interviews, mathematical statistics,comparative analysis and logical thinking method are used, to research Jiangsu Provincial Public Sports Service System connotation, features, elements. To analyzes the presence of Jiangsu Province Public Sports Service System problems and their causes, especially in Jiangsu Province to explore the construction of public sports service system from a system perspective.The study found, Jiangsu Province public sports service system, while making some progress, but there are still imperfections:1. Jiangsu Province public sports venues and facilities services made great progress,sports stadium and gym increase to 12 thousands, the public enjoy a site area of2.01 square meters per capita. However, the degree of openness of the public venues and facilities yet to be improved.2. At the end of 2013,Jiangsu Province Public Sports Organization Development has achieved the province coverage, the number of social sports instructors among the best in the country, it is noteworthy that a number of sports at all levels have held in the province. But the government and relevant departments of Sports Organizations have no corresponding policies, and most of organizations are independent to develop,the main reason that hinder development is the indefinitely goal and irregular management. Another reason that sports efficient and systematic lack of guidance services.3.The lack of performance evaluation system, Jiangsu Province, leading to the efficiency of public sports services, job skills, and public satisfaction is not guaranteed. Also the lack of feedback mechanism, in other words, the lack of public sports activities feedback, has led to the ambiguity current situation of the entire service system construction progressing, development status and problems.4. As before, the supply of public sports service system is dependent on Jiangsu Province Government, which can not unite the market and third sector as well,Generally the government has to grasp overall situation.The following three aspects of public sports service system was perfect matchingJiangsu Province:1. A government-led body to promote public sports service supply diversified development, while improving the rational to use of Jiangsu Province sports infrastructure; to increase the venues opening up, while sound public sports service performance evaluation mechanism to improve the quality of service of social sports instructors.2. On the market supply of public sports service level, improve the market competitiveness of public sports service system; establish the correct sense of competition; while the government issued its corresponding policies and regulations to protect and constraints the marketing; strengthen competition, while promoting cooperation between enterprises.3. The third sector should establish industry self-regulation mode, to clear the core idea; to use of their own advantages to serve the public.
