Behavior Analysis Of Grass-Roots Family-Planning Staffs From The Street-Level Bureaucracy Perspective&Governance Paths

The family planning policy is one of the basic policies in China. Its effective implementation is achieved by the efforts of the family-planning staffs in the grass-roots unit. The grass roots staffs take charge of the promotion and implementation of the current family planning policy through offering the public service on family planning, mastering the planning situation of the residents, providing the written certification, the feedback of the implementation effect, and the detailed and reliable data for adjusting family planning policy, etc. However, with the development of social economy, the contradiction between population growth and economic development is increasingly aggravated. In recent years, our country has continued to adjust the family planning policy: the work centrality of the grassroots staffs has gradually shifted from management to service. In the process of policy implementation, the problem of improper use of discretion has been gradually exposed, therefore the issue of how to use discretion correctly need to be studied and solved urgently.Based on the theory of street-level bureaucracy, this paper analyzes the affecting factors of street-level bureaucracy discretion, and provides the necessity of the existence of family planning workers' discretion. Using the methods of case study, observation and interview, the essay also analyzes the "street bureaucratic" characteristics and unique action logic. From the perspective of street-level bureaucracy, the author found the influential factors of discretionary behaviors, which include the grass-roots family- planning workers, the bureaucrat's organization, the clients and the environment.In view of these factors, this essay puts forward several suggestions to regulate discretion, in order to serve the residents well, and finally achieve the goal of constructing a service- oriented government. The suggestions include: the improving of the planning policy agenda, the enhancing of the quality of the family- planning workers, the reforming of the motivation mechanism, the constructing of the supervision system, the optimizing of the working environment and other means.
