Education has always been one of China's major concerns.Especially under the strategic guidance of "rejuvenating the country through science and education",Chinese has paid more attention to education.Because of the mainstream educational resources are limited,parents and students have to turn to other educational resources,which has led to "shadow education."Shadow education satisfies people's need to obtain more educational resources and is reasonable.However,due to the spontaneity of the market,the legacy of the"examination-oriented education system",and the lack of government supervision,shadow education has brought a lot of chaos while supplementing mainstream education.However,due to the spontaneity of the shadow education market,the sequelae of the "test-oriented education system",and the lack of government supervision,shadow education is supplementing mainstream education with many chaotic problems.For example:"unfair education",counseling agencies "uneven good and bad",mainstream education and shadow education,"the main battle",family "go forward with weight" and so on.The absence of government supervision is an important factor in the frequent occurrence of various shadow education chaos.At present,the government has carried out special rectification activities on online and offline shadow education.The offline shadow education rectification has been basically completed and achieved certain results.Online shadow education is widely distributed through the development of Internet technology,which is difficult to manage and the effect is not obvious.The complexity and diversity of the shadow education chaos itself make it difficult for the government to solve it on its own.The government's governance philosophy needs to be changed urgently.The concept of "cooperative governance" is adapted to solving complex public problems,and it is the trend to apply it to the governance of the shadow education chaos.This article takes cooperative governance as the research perspective,and the content is mainly composed of five parts:Part 1:Mainly introduces the background of shadow education chaos governance,issues raised,domestic and foreign research status and comments on shadow education and cooperative governance,research ideas and Research methods.Part 2:summarizes the manifestation of shadow education chaos,analyzes the reasons for the emergence of shadow education chaos,the practical dilemma of managing shadow education,and the necessity of shadow education chaos cooperation.Part 3;discusses the actors and their relations of shadow education chaotic cooperation governance.Part 4:Constructed the shadow education chaos cooperation governance process model and focused on the analysis of the four phases of cooperation governance:cooperation governance consensus reached,cooperation governance situation recognition,cooperation governance mechanism structure and cooperation governance action unfolding.Part 5:discusses the possible difficulties in the road of cooperative governance and puts forward the path to realize the cooperative governance of shadow education chaos from the perspective of various actors.
