Education is related to national economy and people's livelihood.Good education is the driving force of a nation's development and progress.At present,the supply of high-quality education resources in China is short and unbalanced,so "shadow education",a supplementary education activity outside the formal school education to improve students' academic performance,is becoming more and more popular.In recent years,Chinese scholars have made more and more studies on "shadow education" in developed regions in China,but there is a lack of research on "shadow education" market in third-tier and fourth-tier cities in central and western China.The innovation of this article is through understanding while luzhou L district junior high school "shadow education" market present situation,from the parents,students,"shadow education" institutions teachers and government aspects of multi-angle analysis of problems existing in the subject of "shadow education",junior high school "shadow education" stage is put forward the countermeasures how to market and promote the healthy development of the Midwest "shadow education" market.This article is based on the theory of "shadow education",education governance,market failure,and government regulation theory.The author understands the current situation of "shadow education" market in junior high school from 903 parents of junior high school,838 junior high school students,teachers of 4 off-campus training institutions and 2 members of education and sports bureau through questionnaire survey,interview and other methods.Then,by collecting statistics the data and collating the data,it was found that the problems in the "shadow education" market at the junior high school level in Luzhou L district included: false propaganda by off-campus training institutions,lack of clear evaluation standards,and insufficient teaching behavior.The problem of invisible "shadow education" lacks effective supervision.The reasons for these problems are mainly about the double influence of teachers in junior middle school and the pressure of initial increase,the influence of fractional determinism and the single concept of going to school,the problem of guidance within the off-campus training institutions and the asymmetry of market information.Aiming at the problems found in the investigation,this paper puts forward the governance countermeasures of improving the "shadow education" market in junior high school.First,implement quality education and guide rational choice.By increasing the number of ordinary high schools,improve the quality of junior high school teachers to implement quality education;Advocating the concept of diversity,guide parents to make rational choices.Second,we will improve the registration rules and strictly enforce the access system.The government should raise the requirements of teachers in off-campus training institutions,try to set the guidance price of training fees,and regulate reasonably to avoid vicious competition.Third,we will clarify regulatory standards and strengthen oversight.We will strictly regulate the teaching behavior of after-school training institutions and severely punish illegal "shadow education".Fourth,provide multiple choice opportunities to enhance social satisfaction.Through the implementation of "4:30" classes in mainstream junior middle schools,the government recruits education volunteers to provide public welfare tutoring and guide training institutions to improve social responsibility,so as to make the society more satisfied and make the "shadow education" market develop healthily.
