With the transformation of China's economic management model and economic structure,the concept of service-oriented government has been gradually established and implemented in China,and the advent of the era of economic globalization,the importance of strengthening human resource management in Chinese government departments has become increasingly important.In this context,how to manage human resources becomes important in the eyes of the government.One of the key government departments is the food and drug administration.The basic food and drug administration department is the executor of the superior task,the discoverer of the problem and the report,and its personnel quality and management level are directly related to the level and effect of China's food and drug administration.Therefore,the construction of a professional and efficient food and drug supervision team is of great significance to guarantee food and drug safety and people's right to life and health.In history,even after 6 times of institutional reform,human resource management is still a problem for the local grass-roots food and drug administration system,and the phenomenon of talent flow is frequent and the problem of brain drain is worrying.Talent accumulation depends on the flow,and talent incentive also depends on the flow.If flow is disorderly and blind,can produce negative effect.Therefore,the current situation and problems of talent flow in the grass-roots food and drug administration system should be rationally analyzed.In this context,this paper feed on grassroots drug safety system mobility management as the research object,through literature research,investigation,study and comparative analysis of basic food drug safety system present situation and characteristics of talent flow carries on the comprehensive and systematic research,and combined with the theory of talent flow and analyzing the advanced experiences at home and abroad,the problems existing in the talent flow and reasons,put forward some Suggestions to strengthen the management of talent flow.The paper is mainly divided into six parts:the first part is the introduction of the paper's research background and significance,related concepts and basic theories,research ideas,research methods and innovation;The second part mainly expounds the influence of talent flow;The third part is the general situation of talent flow in the basic food and drug administration system of huizhou city.The fourth part analyzes the problems and causes of talent flow.The fifth part is the counterme,asures and Suggestions to strengthen the management of talent flow.The sixth part is the conclusion and prospect.According to the research,there are still some problems in the talent flow of grassroots food and drug administration system,such as the lack of job satisfaction survey and measures to control the talent flow,the lack of correct understanding of the talent flow,the general feeling of high work pressure,the single direction of talent flow and the imperfect mechanism.Therefore,this paper puts forward the following countermeasures and Suggestions,respectively is:to carry out the job satisfaction survey and control the brain drain,improve the understanding of the flow of talent management,cultivating new type of organizational culture and adhere to the"people-oriented" concept,improve the links of the specific management and make scientific compensation system,improve the mobility management mechanism.We strive to provide reference for improving the mechanism of talent flow in the grass-roots food and drug administration system,improving the management level of talent flow,reducing the brain drain,and ensuring the normal operation of the grass-roots food and drug administration system.
